Gujarat has strengthened institutional credit access for dairy farmers with the distribution of more than 6.57 lakh new RuPay Kisan Credit Cards (KCCs), linking livestock-based livelihoods more closely with the cooperative banking network.

The initiative is aimed at ensuring that dairy farmers have easier access to timely working capital, affordable institutional credit and digital payment facilities through District Central Cooperative Banks (DCCBs) and the State Cooperative Bank (StCB).

Credit Support for Day-to-Day Dairy Operations

For dairy farmers, regular cash requirements are closely tied to the production cycle. Expenses such as cattle feed, fodder, veterinary care, medicines, breeding services and other farm inputs need to be managed continuously.

The expanded RuPay KCC coverage is expected to provide farmers with a more convenient source of working capital, helping them manage these recurring expenses without depending excessively on informal credit channels.

RuPay KCC Brings Credit and Digital Payments Together

Unlike conventional credit arrangements, the RuPay-enabled KCC also provides a digital payment mechanism. This can allow eligible farmers to use their credit facilities more conveniently for day-to-day transactions while improving their access to formal banking services.

The initiative therefore combines credit access with digital financial inclusion, particularly for farmers connected to the cooperative ecosystem.

Cooperative Banks and PACS at the Grassroots

The programme places DCCBs, the State Cooperative Bank and Primary Agricultural Credit Societies (PACS) at the centre of financial delivery.

By using this existing cooperative network, the initiative seeks to take institutional finance closer to rural dairy households and strengthen the connection between farmers, cooperative societies and formal banking institutions.

This is particularly relevant for dairy farmers, whose income is generated frequently through milk sales but whose expenditure on feed, animal care and other inputs is also continuous.

Supporting the Dairy Livelihood Economy

The expansion of KCC coverage is expected to improve the liquidity position of dairy farmers and help them maintain productive animals more effectively.

Better access to institutional finance can also support farmers in responding to feed-price fluctuations, animal-health expenses and other short-term working-capital needs, helping protect the continuity of milk production.

A Cooperative Route to Financial Inclusion

The initiative also reflects the government’s broader emphasis on using the cooperative structure to deliver financial services at the grassroots level.

By expanding access through cooperative banks and PACS, the programme aligns with the broader “Sahkar Se Samriddhi” approach, which seeks to use cooperatives as a vehicle for improving rural incomes, financial inclusion and economic participation.

The Bigger Picture

The distribution of 6.57 lakh-plus RuPay KCCs represents a significant expansion of formal credit access for Gujarat’s dairy community.

For the dairy sector, the impact of such financial inclusion goes beyond providing a credit card. Affordable working capital can influence feed purchasing, animal health, productivity and the ability of farmers to sustain milk production throughout the year.

As India’s dairy sector becomes increasingly integrated with organised cooperatives and formal financial systems, linking milk producers, PACS, cooperative banks and digital payments could become an important part of strengthening the rural dairy economy.
