The National Dairy Development Board (NDDB), Vadodara, has welcomed the Union Budget, calling it “transformative” for the dairy and animal husbandry sector.
NDDB Chairman Meenesh Shah stated that several major announcements will directly enhance farmers’ incomes, rural employment, and cooperative growth.
1. Higher Allocation for Animal Husbandry
- ₹6,153.46 crore allocated
- 16% increase over last year
This reinforces the sector’s role as a key driver of rural livelihoods and agricultural growth.
2. ₹500 Crore Integrated Scheme for Entrepreneurship Development
- Credit-linked subsidies for modern livestock enterprises
- Development of integrated dairy and poultry value chains
- Promotion of Livestock Farmer Producer Organisations (FPOs)
- Focus on rural entrepreneurship and job creation
This initiative is expected to strengthen value addition and market linkage in the dairy sector.
3. Expansion of Veterinary Infrastructure
- Addition of 20,000 veterinary professionals
- Loan-linked subsidies for:
- Veterinary and para-veterinary colleges
- Hospitals and laboratories
- Breeding facilities
This targets India’s 53 crore livestock population, including 30 crore dairy animals, improving animal health and productivity.

4. Tax Relief for Dairy Cooperatives
- Extension of full tax deduction benefits to primary cooperatives supplying cattle feed (along with milk and other produce)
- Cooperatives currently sell 102 lakh metric tonnes of cattle feed annually
This move will:
- Reduce tax burden
- Improve cooperative margins
- Increase farmer payouts
Additionally:
- Tax relief on inter-cooperative dividends
- Three-year dividend income exemption for notified national cooperative federations
These steps will strengthen investment under “Sahkar se Samriddhi”.
5. Push for Sustainable Bio-CNG Projects
- Exclusion of biogas value from excise duty on biogas-blended CNG
This will:
- Accelerate Bio-CNG projects
- Convert dairy waste into clean fuel
- Produce organic fertilizer
- Promote circular economy in dairying
