The cabinet of Uttar Pradesh has approved new investments aimed at strengthening dairy infrastructure in the Bundelkhand region, including a new dairy plant and expansion of an existing facility.
New Dairy Plant in Banda
The government approved the establishment of a 20,000-litres-per-day milk processing plant in Banda district under the Bundelkhand development package.
This plant is expected to improve milk procurement, reduce wastage, and provide a reliable market for local dairy farmers.
Expansion of Plant in Jhansi
The cabinet also approved capacity expansion of the Jhansi dairy plant from 10,000 litres per day to 30,000 litres per day.
The increase will significantly enhance milk processing capability in the region and support growing demand for dairy products.
Project Implementation
The government nominated Indian Dairy Machinery Company Limited as the executing agency.
The company will carry out civil and mechanical works on a turnkey basis, with the state government funding the project and paying centage charges.
Expected Benefits
The dairy expansion is expected to deliver several benefits:
- Reduced milk spoilage in rural areas
- Better price realisation for dairy farmers
- Stronger milk procurement networks
- Direct and indirect employment generation in Bundelkhand
Other Infrastructure Decisions by the Cabinet
Industrial Infrastructure in Meerut
The cabinet approved ₹213.81 crore for infrastructure development under the Atal Industrial Infrastructure Mission for an Integrated Manufacturing and Logistics Cluster (IMLC) in Meerut.
These clusters are being developed along major expressways built by the Uttar Pradesh Expressways Industrial Development Authority, including:
- Agra–Lucknow Expressway
- Purvanchal Expressway
- Bundelkhand Expressway
- Gorakhpur Link Expressway
- Ganga Expressway
Infrastructure development will include roads, RCC drains, culverts, fire station, underground water reservoir, water supply lines, fencing, and electricity systems under EPC mode.
New Bridge Near Kanpur
The cabinet also approved construction of a four-lane bridge across the Ganga River to connect Trans Ganga City with Kanpur city.
The bridge is expected to reduce traffic congestion on the Ganga Barrage route and support future industrial development.
Medical Device Manufacturing Investment
A proposal was approved to provide land subsidy to TI Medicals Pvt Ltd for setting up a medical device manufacturing unit in Gautam Buddha Nagar under the Yamuna Expressway Industrial Development Authority area.
- Investment: ₹215.2 crore
- Land area: 4.48 hectares
- Subsidy approved: ₹14.77 crore

Amendment to Beggary Prevention Law
The cabinet also approved a proposal to amend the Uttar Pradesh Beggary Prevention Act in compliance with a 2025 order of the Supreme Court of India.
The amendment will remove provisions related to leprosy and align the law with the Mental Healthcare Act, 2017, aiming to eliminate discrimination against persons affected by leprosy.
The proposed Uttar Pradesh Beggary Prevention (Amendment) Bill, 2026 will be presented in the state legislature for further consideration.
