New Delhi: The Centre has unveiled an ambitious cooperative-led initiative, “White Revolution 2.0,” aimed at strengthening the dairy sector, boosting employment, and significantly enhancing the role of women in dairy farming across India.

The programme, launched by the Ministry of Cooperation, seeks to increase milk procurement by dairy cooperatives by 50% over the next five years. The initiative focuses on expanding cooperative coverage into currently uncovered regions while increasing the share of cooperatives in the organised dairy sector.
In concrete terms, milk procurement by cooperatives is projected to reach 1,007 lakh kg per day by 2028–29, marking a substantial jump from current levels. This target will be achieved through a dual strategy of expanding cooperative networks and deepening their operational reach.
The initiative will also contribute to tackling malnutrition by strengthening rural dairy infrastructure and improving milk availability. As part of this effort, around 1.20 lakh Dairy Cooperative Societies (DCS), Multipurpose Dairy Cooperative Societies (M-DCS), and Multipurpose Primary Agricultural Credit Societies (M-PACS) will be established or reinforced. These societies will be connected through expanded milk routes to ensure efficient procurement and distribution.
To support this expansion, the government plans to provide critical infrastructure, including Automatic Milk Collection Units (AMCUs), Data Processing Milk Collection Units (DPMCs), milk testing equipment, and Bulk Milk Coolers based on local requirements.
The initiative will be funded under the National Dairy Development Programme 2.0, implemented by the Department of Animal Husbandry and Dairying as per its prescribed guidelines.
Under White Revolution 2.0:
- 75,000 new Dairy Cooperative Societies will be established in uncovered areas
- 46,422 existing societies will be strengthened to improve market access and farmer incomes
A key highlight of the programme is its focus on women’s empowerment. The government noted that nearly 70% of the dairy workforce comprises women, who play vital roles in milking, feeding, animal care, and farm management—yet their contributions often remain under-recognised due to the unorganised nature of the sector.

By promoting women-led dairy cooperatives and ensuring the establishment of DCSs in every uncovered village or panchayat, the initiative aims to bring more women into the formal cooperative framework, enhancing both their economic independence and social standing.
The details of the initiative were shared in the Lok Sabha by Union Minister for Home and Cooperation Amit Shah in a written reply.
With White Revolution 2.0, the government is positioning the dairy sector not just as an economic driver, but as a key instrument for inclusive growth, rural development, and women-led transformation.
