
Mandi: Rising uncertainty in the dairy sector has triggered concern among farmers in Himachal Pradesh, as a large gathering of dairy producers, livestock rearers, and young entrepreneurs convened at Hotel Abhilashi under the banner of the Mandi Milk Federation.
The meeting focused on key structural challenges affecting the sector, with farmers collectively urging the government to introduce clear, consistent, and farmer-friendly policies.
Demand for Fixed Payment Schedule
Addressing the media, Anil Jamwal highlighted that delayed and irregular milk payments remain the most pressing issue. Farmers demanded a fixed monthly payment date, similar to salaried systems, arguing that unpredictable cash flow disrupts:
- Household financial planning
- Loan repayments
- Day-to-day dairy operations
Concerns Over Possible Procurement Cap
Farmers also raised alarm over reports suggesting a cap on milk procurement, potentially limiting collection to 10–12 litres per farmer. Such speculation, they warned, creates insecurity and discourages expansion—particularly among young entrepreneurs who have invested heavily in dairy ventures.
‘No Milk Holiday’ Policy Urged
Another strong demand was the implementation of a strict “No Milk Holiday” policy. Farmers stressed that procurement should never be halted, even for short durations due to technical issues at processing plants.
Given milk’s perishable nature, even a 1–2 day disruption can lead to heavy losses. Farmers urged authorities to ensure contingency measures, such as redirecting milk to alternative processing facilities during breakdowns.

Investment Security and Policy Transparency
The gathering also expressed concern over rumours that milk from commercial dairy farms may not be procured in the future. This has created anxiety among investors and young entrepreneurs, many of whom entered the sector under government-backed schemes.
Participants warned that unclear or restrictive policies could:
- Jeopardize loan repayments
- Discourage new investments
- Impact rural employment and growth
Call for Immediate Government Action
The federation appealed to the government to act swiftly by:
- Ensuring timely payments
- Providing clear procurement policies
- Protecting investments in dairy enterprises
Farmers emphasized that without policy stability and financial reliability, the long-term sustainability of the dairy sector—and the livelihoods dependent on it—could be at risk.
