Union Minister for Cooperation, Amit Shah, has emphasized the vital role of India’s dairy sector in rural development, nutritional security, and women’s empowerment, stating that the industry is a key driver of inclusive economic growth.

Speaking at a national workshop on Sustainability and Circularity in the Dairy Sector held in New Delhi, Shah said that the dairy industry contributes not only to the country’s economic development but also significantly improves the livelihoods of small and marginal farmers across rural India.
Dairy: A Pillar of Rural Prosperity
Highlighting the sector’s importance, Shah noted that dairy farming provides a stable source of income to millions of rural households and has become one of the most successful cooperative movements in the country.
“The dairy sector contributes significantly to rural development and the prosperity of small farmers while also addressing the nutritional needs of the nation,” he said.
The Minister further emphasized that the sector has emerged as a powerful tool for women’s empowerment, noting that nearly 62 percent of the workforce associated with dairy activities comprises women.
Sustainability Key to White Revolution 2.0
Shah stressed that sustainability and circular economy practices will be essential for achieving the goals of White Revolution 2.0. He called for stronger integration of environmental responsibility with economic growth in the dairy sector.
He urged stakeholders to expand cooperative dairy networks across the country and proposed the establishment of dairy unions in 80 percent of India’s districts to strengthen milk procurement, farmer participation, and rural development.
Focus on Cow Dung-Based Circular Economy
The Cooperation Minister also highlighted the importance of utilizing cattle waste as part of a circular economy model.
He suggested that district milk unions and village dairy cooperatives should make special efforts to collect and utilize cow dung from farmers who are not currently associated with cooperative dairy systems.
According to Shah, many dairy farmers continue to sell milk to private dairies, and integrating them into cooperative-led sustainability initiatives can generate additional income opportunities while promoting environmental conservation.
Milk Production Up by Over 63% in a Decade
Addressing the workshop, Union Minister for Fisheries, Animal Husbandry and Dairying, Rajiv Ranjan Singh, highlighted India’s remarkable progress in milk production.
He stated that national milk production has increased by more than 63 percent during the last ten years, reinforcing India’s position as the world’s largest milk producer.
The Minister said that the primary objective of the workshop was to identify strategies that can further enhance farmers’ incomes while ensuring sustainable growth of the dairy sector.

Workshop Focus
The workshop brought together policymakers, cooperative leaders, dairy experts, and industry stakeholders to discuss policies and initiatives of the Ministry of Cooperation and the Ministry of Fisheries, Animal Husbandry and Dairying.

- Circular economy models in dairying
- Efficient utilization of cattle waste
- Climate-resilient dairy production
- Enhancing farmer incomes
- Strengthening dairy cooperatives
Significance for India’s Dairy Sector
The emphasis on sustainability, cooperative expansion, and circularity reflects the government’s broader vision for the next phase of dairy development. Industry experts believe that integrating milk production with renewable energy, biogas generation, organic manure production, and efficient resource management can improve both farm profitability and environmental sustainability.
With India continuing to lead global milk production, initiatives under White Revolution 2.0 are expected to focus on increasing productivity, strengthening dairy cooperatives, improving rural livelihoods, and creating a more sustainable dairy ecosystem for future generations.
