NEW DELHI: The Centre’s White Revolution 2.0 initiative has so far facilitated the formation of 24,097 new Dairy Cooperative Societies (DCSs) as part of a broader programme to expand India’s dairy cooperative network and improve market access for milk producers.
The initiative, being implemented under the Ministry of Cooperation, aims to establish 75,000 new Dairy Cooperative Societies and strengthen 46,422 existing societies across the country.
According to the latest figures shared by the government, 31,394 existing DCSs have already been strengthened under the programme.
Focus on Expanding the Cooperative Network
White Revolution 2.0 is centred on expanding the reach of dairy cooperatives, particularly by bringing more milk producers into organised milk procurement and marketing systems.
The programme seeks to strengthen Dairy Cooperative Societies at the grassroots level, with the stated objective of improving farmers’ access to markets and cooperative services.

The government has positioned the initiative within its broader “Sahkar Se Samriddhi” framework, which seeks to increase the role of cooperatives in rural economic activity.

Building the Dairy Cooperative Ecosystem
The expansion of DCSs is significant for India’s dairy supply chain because village-level cooperatives can serve as a link between milk producers and organised procurement, processing and marketing networks.
A stronger cooperative network can also facilitate access to services associated with dairy development, including milk collection infrastructure, testing and organised market channels. The actual impact on farmer incomes, however, will depend on factors such as milk procurement volumes, producer participation, local cooperative performance and access to remunerative markets.
The government has described White Revolution 2.0 as an effort to take cooperative institutions to more villages and increase the participation of milk producers in organised dairy systems.
With 24,097 new societies already formed and more than 31,000 existing societies strengthened, the programme is moving towards its stated targets of expanding and upgrading India’s village-level dairy cooperative infrastructure.
