Regulatory action follows findings involving milk quality, biscuit manufacturing practices and pesticide residues in organic raisins; three other businesses receive notices
NEW DELHI: The Food Safety and Standards Authority of India (FSSAI) has sanctioned prosecution proceedings against Dodla Dairy Ltd., Surya Food & Agro Ltd., the manufacturer of Priyagold biscuits, and Ueir Organic Foods Pvt. Ltd. over alleged food safety violations involving full cream milk, biscuits and organic yellow raisins.

According to a report published by NDTV Profit on October 17, 2026, the actions followed regulatory inspections, laboratory analysis and other compliance checks. FSSAI also issued notices to Narpadham Foods, Sun Ridges Health Carers and Sha Kantilal Jayantilal over reported deficiencies involving hygiene, storage, licensing and other regulatory requirements.
The cases highlight the importance of raw-material approval, laboratory testing, manufacturing hygiene and compliance with food safety standards across the food processing industry.
Dodla Dairy: Milk sample reportedly found unsafe
A regulatory sample of Dodla Dairy’s full cream milk was initially declared substandard because its milk-fat content did not meet the prescribed minimum.
Following an appeal, a referral laboratory reportedly confirmed that the sample was also unsafe due to the presence of detergent or caustic soda, while the milk-fat content remained below the required specification.
The reported findings raise concerns about both compositional compliance and potential chemical contamination. However, the regulatory findings described in the report relate to the tested sample and should not automatically be interpreted as evidence that all products manufactured by the company are unsafe.
Priyagold biscuits: Concerns over raw-material suitability
An inspection of Surya Food & Agro Ltd., reportedly conducted following a consumer complaint, found bran intended for cattle feed being used as a fibre source in biscuit manufacturing.
According to the report, the material was stored in gunny bags labelled for cattle-feed use and was not intended for human consumption.
Inspectors also reportedly identified deficiencies relating to plant hygiene, pest control, raw-material storage and segregation, personnel hygiene and premises maintenance.

Following the findings, the company’s FSSAI licence was reportedly suspended, and prosecution proceedings were sanctioned by the competent authority.
The case underscores the importance of approving raw materials for their intended food use, maintaining supplier documentation and preventing unsuitable materials from entering food manufacturing operations.
Ueir Organic Foods: Pesticide residues in yellow raisins
Ueir Organic Foods faced prosecution proceedings after a regulatory sample of its organic yellow raisins was reportedly declared unsafe due to pesticide residues exceeding permitted limits.
The initial analysis reportedly detected several residues, including azoxystrobin, imidacloprid, tebuconazole and thiamethoxam.
According to the report, subsequent referral laboratory analysis confirmed that thiamethoxam and fluopyram metabolites exceeded the prescribed limits, supporting the decision to initiate prosecution.
The case highlights the role of pesticide-residue monitoring and verification of agricultural inputs in food safety assurance. Products marketed as organic must also comply with applicable food safety requirements.
Three other businesses receive notices
FSSAI also reportedly issued notices to three other businesses over compliance deficiencies:
- Narpadham Foods: Reported shortcomings involving infrastructure, storage, sanitation, pest control, supplier documentation and personnel hygiene.
- Sun Ridges Health Carers: Reported deficiencies included storing food directly on the floor, inadequate sanitation, missing testing records and shortcomings in staff hygiene.
- Sha Kantilal Jayantilal: The report identifies the business as having received a notice, but further details of the specific alleged violations should be confirmed from the official notice.
Notices and inspection observations are regulatory steps; the specific legal consequences depend on the findings, applicable provisions and subsequent proceedings.
Implications for food manufacturers
The reported actions demonstrate the importance of preventive controls throughout food production and distribution. For dairy processors, this includes verifying milk composition, preventing chemical contamination, maintaining supplier approval systems and ensuring effective quality-control testing.
For biscuit manufacturers and other food processors, raw-material suitability, traceability, pest control and hygienic storage remain essential. In products such as raisins, pesticide-residue testing and verification of supplier compliance are important components of food safety management.
Regulatory status: Prosecution sanctions, licence suspension, notices and laboratory findings should be distinguished from final judicial outcomes. The allegations and reported findings do not, by themselves, establish a final conviction.
