Goa Hikes Milk Procurement Prices; Consumers Shielded from Immediate Impact

In a move aimed at supporting dairy farmers without burdening consumers, the Government of Goa has increased milk procurement prices across the state. The revised rates have come into effect this month following sustained demands from farmer groups.

Higher Earnings for Dairy Farmers

As per the announcement backed by Chief Minister Pramod Sawant, procurement prices have been raised by:

  • ₹6 per litre for cow milk
  • ₹10 per litre for buffalo milk

With the continuation of a 40% support price, farmers will now receive:

  • ₹56 per litre for cow milk (4% fat, 8.5% SNF)
  • ₹78.4 per litre for buffalo milk (6% fat, 9% SNF)

This includes a base price plus the state-supported incentive, ensuring improved income stability for producers.

Consumers Spared—for Now

Despite the increase in raw milk procurement costs, retail prices remain unchanged. Officials clarified that the additional financial burden will not be passed on to consumers immediately, with the government absorbing the impact to maintain price stability.

Trigger: Regional Price Pressure

The decision follows similar hikes in neighbouring states, which had intensified pressure from Goa’s dairy farmers. Notably:

  • Farmers in Maharashtra currently receive around ₹36 per litre for cow milk
  • Buffalo milk fetches approximately ₹53.5 per litre there

This disparity had led to protests and formal representations by farmer groups seeking fair compensation.

Farmer Protests Led to Policy Shift

In recent weeks, dairy farmers staged demonstrations and submitted demands to Goa Dairy, pushing for higher procurement rates. Their demands included:

  • ₹10 hike for cow milk
  • ₹15 hike for buffalo milk

While the final revision falls slightly short of demands, it marks a significant improvement from previous rates.

Balancing Act: Farmers vs Consumers

The state’s strategy reflects a careful balancing act:

  • Support farmers’ livelihoods amid rising costs
  • Avoid inflationary pressure on consumers

However, experts suggest that if procurement prices remain high over time, retail price adjustments may eventually become unavoidable.

What It Means for the Dairy Sector

This move strengthens farmer confidence and could boost milk production in the region. At the same time, it raises broader questions about long-term sustainability, subsidy burden, and market alignment.

For now, Goa’s dairy sector gets a financial cushion—while consumers continue to pay the same price at the counter.
