New Delhi: Union Minister for Fisheries, Animal Husbandry and Dairying and Panchayati Raj Rajiv Ranjan Singh (Lalan Singh) has called for stronger systems to ensure milk quality and greater integration of India’s unorganised milk production into the organised dairy sector.
Speaking at an event involving the National Dairy Development Board (NDDB), Singh said India has become the world’s largest milk-producing country and that the next priority should be to organise and strengthen milk production systems.
Milk quality and formalisation among key priorities
Singh highlighted two major challenges facing India’s dairy sector: improving milk quality and bringing more milk production from the unorganised sector into organised channels.
He stressed that quality milk is important not only for consumer health but also for enabling farmers to receive better prices and improve their incomes.

The minister also emphasised the need to take successful dairy-sector initiatives to a larger scale through effective implementation and commercialisation.
Minister highlights four NDDB initiatives
Singh appreciated four initiatives introduced by NDDB and called for their comprehensive implementation and commercialisation.
Among the initiatives highlighted were:
- 10-gram butter chiplets developed by Mother Dairy Fruit & Vegetable Pvt. Ltd., an NDDB subsidiary, with the minister calling for large-scale commercialisation.
- Milk adulteration detection kits, with emphasis on expanding their availability and use at scale.
- Further research and development on lithium-ion battery-operated bulk milk coolers, aimed at strengthening milk collection and cooling infrastructure.
- ‘Darpan’ digitisation initiative, aimed at using digital systems to improve dairy-sector processes.
Varanasi dairy plant cited as farmer-income model
Singh also cited the NDDB-operated Varanasi Dairy Plant as an example of how integrated dairy activities can contribute to higher farmer incomes.
According to the minister, the model has supported increased farmer income through higher livestock numbers and additional value generation from cow dung, including through biogas-related activities.
He called for similar models to be developed and expanded to strengthen farmers’ income opportunities.
Focus on scale and time-bound implementation
Singh described healthy competition within the cooperative dairy sector as an important mechanism for improving quality and strengthening the sector.
He urged NDDB to scale up its new initiatives through a clear roadmap and time-bound action plan, with greater emphasis on implementation and commercialisation.
The minister’s remarks come as India’s dairy sector focuses increasingly on milk quality, formal procurement, cold-chain infrastructure, digitalisation and value addition alongside continued growth in milk production.
