Draft amendment to the 2020 regulations opens 60-day public consultation on sugar addition in infant nutrition products
NEW DELHI: The Food Safety and Standards Authority of India (FSSAI) has proposed prohibiting the addition of sucrose and fructose to food products intended for infants up to six months of age through a draft amendment to the Food Safety and Standards (Foods for Infant Nutrition) Regulations, 2020.

The proposal aims to ensure that infant nutrition products meet the nutritional requirements of this age group without the unnecessary addition of these sugars. It also aligns with broader public health efforts to promote appropriate early-life nutrition and healthy growth and development.
Focus on early-life nutrition
The first six months of life are a critical period for infant growth and development. The proposed restriction seeks to limit exposure to added sugars through infant food products during this stage.
Early dietary patterns are an important public health consideration, and excessive exposure to added sugars is associated with concerns about diet quality and long-term health risks, including childhood obesity. The proposed amendment focuses specifically on the addition of sucrose and fructose to regulated infant nutrition products for babies up to six months of age.

Draft amendment open for public consultation
The Ministry of Health and Family Welfare has published the draft notification, inviting objections and suggestions from stakeholders within 60 days of its publication.
Stakeholders, including infant food manufacturers, industry associations, nutrition experts and other interested parties, can submit their representations within the prescribed period. FSSAI will consider the feedback received before deciding on the final amendment.
Implications for infant food manufacturers
If finalised, the proposed restriction would require affected manufacturers to review product formulations and ensure compliance with the amended regulatory requirements.
The development also highlights the importance of ingredient transparency, age-specific nutritional standards and regulatory oversight in the infant nutrition sector.
Regulatory status: The measure remains a proposal under public consultation. The final requirements will depend on the amendment notified after the consultation process.
