GUWAHATI – The Assam government has launched an ambitious statewide initiative to strengthen its dairy sector by targeting the formation and registration of 400 Dairy Cooperative Societies (DCS) by September 30, 2026, under the Special Assistance to States for Capital Investment (SASCI) Guidelines for 2026–27.
The move is aimed at boosting milk production, improving dairy infrastructure, and enhancing rural livelihoods through cooperative-led dairy development. The target forms part of Assam’s performance commitments under the SASCI framework for the period from April 1 to September 30, 2026.
The decision follows a review meeting chaired by Chief Minister Dr. Himanta Biswa Sarma on July 14, during which he directed the Animal Husbandry & Veterinary Department to involve district administrations in accelerating the establishment of dairy cooperative societies across the state.
Under the initiative, District Commissioners have been entrusted with leading the formation and registration process and have been instructed to provide all necessary support to the West Assam Milk Producers’ Cooperative Union Limited (WAMUL) and the East Assam Milk Producers’ Cooperative Union Limited (EAMUL). District-level Animal Husbandry and Dairy Development officials have also been mobilised to facilitate implementation.
The district-wise targets reflect the state’s dairy development priorities. Nagaon has been assigned the highest target of 75 dairy cooperative societies, followed by Morigaon (41), Kamrup and Jorhat (30 each), Golaghat (28), and Sonitpur and Darrang (22 each). Other districts include Dhemaji (19), Hojai (15), Lakhimpur (13), Dibrugarh, Sivasagar, Karbi Anglong and Tamulpur (10 each), Barpeta and West Karbi Anglong (9 each), Baksa, Nalbari and Udalguri (8 each), Chirang and Kamrup Metropolitan (7 each), Bajali (6), Bongaigaon (2), and Goalpara (1).

The government’s dairy development strategy extends beyond increasing the number of cooperatives. The scheme seeks to strengthen milk collection systems, improve processing infrastructure, enhance market access for farmers, and provide technical and institutional support to cooperative members.
By expanding the cooperative network, Assam aims to address long-standing challenges in the dairy value chain, including fragmented procurement systems and inadequate rural infrastructure. The initiative is expected to improve both the quantity and quality of milk production while creating sustainable income opportunities for dairy farmers.
The September deadline underscores the government’s intent to fast-track dairy sector reforms and position cooperatives as a key driver of rural economic growth. If successfully implemented, the programme could significantly enhance Assam’s dairy ecosystem and contribute to greater self-reliance in milk production in the state.
