NEW DELHI: The Food Safety and Standards Authority of India (FSSAI) is considering a nationwide ban on the production, distribution and commercial use of analogue paneer, following enforcement actions already taken by several states.
FSSAI Chief Executive Officer Rajit Punhani said in an interview with NDTV that the regulator will hold a meeting with food safety commissioners from states and Union Territories to seek their views on the issue. He said that if there is consensus among the states, FSSAI would move towards a nationwide ban.
The proposal comes amid increased regulatory scrutiny of dairy analogues and concerns over products being sold or served as conventional paneer without appropriate disclosure.
State-Level Restrictions Already in Place
Several states have already taken action against analogue or non-dairy paneer.
Maharashtra introduced a one-year prohibition on analogue/non-dairy paneer in August 2026, while Gujarat and other states have also taken regulatory measures. Karnataka has separately imposed a one-year ban on the sale of analogue paneer when marketed as paneer.
FSSAI’s consideration of a national approach would therefore seek to establish a more consistent regulatory position across states rather than relying on separate state-level measures.
What Is Analogue Paneer?
Analogue paneer is a paneer-like product made partly or wholly with ingredients other than milk, depending on the formulation. Such products can contain vegetable fats or oils, starches, emulsifiers, stabilisers and other permitted ingredients.
The regulatory issue is particularly focused on misrepresentation—where a dairy analogue is presented to consumers as conventional milk-based paneer.

In April 2026, FSSAI issued a public notice directing food businesses to comply with labelling requirements for cheese analogues. The notice stated that selling a cheese analogue as “paneer” constitutes a violation and called for accurate and unambiguous product naming.
FSSAI’s earlier regulatory discussions have also considered establishing a separate nomenclature for paneer analogues and setting specific compositional and labelling requirements.
Potential Impact on Food-Service Industry
A nationwide prohibition, if eventually approved, could affect restaurants, caterers, cloud kitchens, institutional kitchens and other food-service businesses that currently use dairy analogue products.
Businesses using such products would need to adjust procurement and product formulations in accordance with the final regulatory requirements. The economic impact would depend on the scope of any final prohibition, implementation timeline and whether exemptions or separate standards are provided.
For the organised dairy industry, a uniform national framework could also influence competition between conventional milk-based paneer and lower-cost dairy analogue products.
Health Claims Require Careful Interpretation
Analogue paneer can differ substantially from conventional paneer in its ingredient composition and nutritional profile, depending on the formulation.
However, claims that all analogue paneer is inherently unsafe or that its consumption necessarily causes specific diseases should not be generalised without evidence relating to the particular product, ingredients, quantities and regulatory compliance.
The central regulatory concern currently being discussed is therefore broader than nutrition alone: it includes product identity, composition, labelling, consumer information and compliance with food-safety requirements.
Nationwide Decision Yet to Be Taken
The proposed FSSAI action is at the consultation stage. A nationwide ban has not yet been formally implemented based on the statements currently available.
The next step will be consultation with state and Union Territory food-safety authorities. If consensus is reached, FSSAI could move towards a common national regulatory approach for analogue paneer.
The development marks a significant shift from state-specific restrictions towards the possibility of a uniform national framework governing dairy analogues and their sale or use as paneer.
