FSSAI Updates Packaging Rules: Clearer Labels, Easier Compliance from 2027

India’s apex food regulator, Food Safety and Standards Authority of India (FSSAI), has announced significant revisions to food packaging and labelling regulations. The updated rules will come into effect from July 1, 2027, aiming to improve consumer awareness while simplifying compliance for food businesses.

What’s Changing?

The revised guidelines introduce a mix of consumer-friendly transparency and industry flexibility:

  • Relaxation for Infant & Children’s Foods
    Full nutritional disclosures like RDA percentages and servings per pack will no longer be mandatory for infant milk and children’s food products.
  • Definition of Minimally Processed Foods
    A new category now includes staples such as wheat, rice, pulses, fruits, and vegetables that undergo minimal processing.
  • Simplified Rules for Health Supplements
    Tablets and capsules will only need to declare vitamins and minerals if their calorie contribution is low.

Changes for Small & Bulk Packaging

  • Small Packs (<100 sq cm):
    No longer required to carry the FSSAI logo.
  • Bulk Containers (Factory Use):
    Must clearly display:
    • NON-RETAIL CONTAINER” or
    • NOT FOR DIRECT SALE TO CONSUMER
    Additionally, they must include:
    • Manufacturer details
    • Batch number
    • Storage instructions (if applicable)
    If some details are missing on labels, they must be provided via accompanying documents or digital formats.

Stronger Warning Labels

  • Pan masala & sweeteners will now carry larger, clearer warnings
  • Sweeteners (e.g., aspartame blends) must include caution for:
    • Children
    • Pregnant/lactating women
    • Individuals with phenylketonuria

Fortified Foods Get Special Identity

  • Must declare: “Fortified with (nutrient name)”
  • May include the tagline: “Sampoorna Poshan Swasth Jeevan” (Complete Nutrition, Healthy Life)

Objective Behind the Reform

According to FSSAI, the new framework focuses on:

  • Enhancing transparency for consumers
  • Simplifying compliance for manufacturers
  • Improving traceability and food safety standards
