Chandigarh: In a significant push to strengthen the dairy sector and enhance women’s participation in rural livelihoods, the Haryana government has unveiled five major initiatives aimed at promoting dairy farming, cooperative development, and farmer incomes across the state.
Chief Minister Nayab Singh Saini announced the measures on Monday, describing them as part of the government’s broader strategy to boost the rural economy and reinforce Haryana’s position as one of India’s leading milk-producing states.
Among the headline announcements is a ₹10 per litre incentive for women associated with Self-Help Groups (SHGs) and Women Cooperative Multipurpose Agriculture Credit and Service Societies (CMPACS) supplying milk to VITA.
Officials said the incentive is expected to encourage greater participation of women in dairy farming while creating sustainable income opportunities in rural areas.
Five Announcements
The government’s dairy package includes:
- ₹10 Per Litre Incentive for Women
- Women SHG and CMPACS members supplying milk to VITA will receive an additional incentive of ₹10 per litre.
- Establishment of ‘Sanjhi Dairies’
- Community dairy facilities will be developed on Panchayat land to provide modern infrastructure for livestock owned by women members.
- Concessional Loans for Milch Animals
- The Haryana Dairy Development Cooperative Federation (HDDCF) will facilitate low-interest loans to enable women to purchase dairy animals.
- Increase in Summer Milk Incentive
- Under the Mukhyamantri Dudh Utpadak Protsahan Yojana, the summer incentive has been increased from ₹5 to ₹7 per litre.
- Increase in Winter Milk Incentive
- Winter incentives have been revised upward from ₹3 to ₹5 per litre.
Focus on Women’s Economic Empowerment
The proposed Sanjhi Dairies are expected to serve as shared dairy infrastructure facilities, helping reduce operational costs for small dairy producers.
Industry experts believe the initiative could prove particularly beneficial for women-led dairy enterprises that often face constraints related to land, infrastructure, and access to capital.
In addition, concessional financing for the purchase of milch animals is expected to improve access to productive assets and support financial independence among women in rural communities.
“The dairy sector has traditionally been driven by women’s labor, but these measures recognize them as entrepreneurs and producers,” a cooperative sector analyst observed.
Support for Milk Producers
The increase in incentives under the Mukhyamantri Dudh Utpadak Protsahan Yojana comes at a time when dairy farmers across the country continue to face rising input costs, including cattle feed, veterinary care, and labor expenses.

Chief Minister Saini said the government remains committed to increasing farmer incomes, strengthening cooperative institutions, and promoting inclusive rural development.
“The State Government is continuously working to enhance the income of farmers and women, strengthen the dairy sector, and infuse new energy into the cooperative movement,” he said.
