Ludhiana as Dairy Owners Dump Cow Dung at MC Office

Ludhiana, May 9, 2026 — High drama unfolded outside the Municipal Corporation’s (MC) Zone-D office on Friday as dairy owners from the Tajpur Road complex staged a unique and pungent protest. Frustrated by a two-month-old crisis regarding waste disposal, the protesters dumped two tractor-trolleys of cow dung directly at the office’s main entrance.

The protest, which saw heavy police deployment and the temporary closure of both entry gates, was a flashpoint in the ongoing struggle between the civic body and dairy operators over the cleaning of the Budda Dariya.

The Root of the Conflict

The standoff stems from the closure of a long-standing disposal point where waste from the Tajpur Road dairy complex was previously released into a nullah. This point was shut down following strict environmental directives linked to the Budda Dariya rejuvenation project, championed by Rajya Sabha MP Sant Balbir Singh Seechewal.

The Protesters’ Grievances:

  • Lack of Alternatives: Owners claim that while the old disposal system was stopped, no new infrastructure was provided.
  • Unsanitary Conditions: Heaps of dung—some reportedly three feet high—have accumulated in dairy complex lanes, making movement impossible.
  • Contract Failure: Protesters highlighted that despite the MC awarding a ₹23 crore contract in February for waste lifting, no consistent action has been taken on the ground.

A Dramatic Escalation

The protest took a political turn as Kamal Arora, the Shiromani Akali Dal councillor for Ward No. 20, personally drove one of the trolleys to the site. Demonstrators pushed against the gates and sat in a dharna for nearly two hours, raising slogans against the Mayor and civic authorities.

Resolution and Warning

Following the escalation, a seven-member delegation met with the Municipal Commissioner and district administration officials.

The Agreement:

  • Immediate Deployment: The MC Commissioner assured the delegation that additional carts for dung lifting would be deployed within 24 hours.
  • Priority Action: The civic body pledged to resolve the accumulation on a priority basis to restore access to the dairy lanes.

While the dairy owners lifted their protest following these assurances, they issued a stern warning: if a permanent disposal solution is not implemented shortly, they will return with a more intense agitation.

Context: The Budda Dariya Challenge

The situation in Ludhiana highlights the difficult balance between urban environmental restoration and the logistical needs of the city’s large dairy industry. As the MC pushes to stop the flow of pollutants into the Budda Dariya, the lack of functional biogas plants or compost processing units continues to cause friction with local livestock owners.
