MUMBAI: The Maharashtra Food and Drug Administration (FDA) seized 4,138.7 kg of dairy and sweet products along with 30 litres of milk, with a combined value of around ₹15.58 lakh, during a special food-safety enforcement drive conducted across the state ahead of and during Ganeshotsav 2026.
The FDA conducted inspections between September 11 and 14 at establishments involved in the manufacture, storage and sale of sweets, farsan, dairy products and dry fruits. The drive focused on checking compliance with food-safety requirements and identifying suspected adulteration or substandard products.
According to the FDA’s statement issued on September 15, the seized products included khoya, paneer, ghee, peda, halwa, shrikhand, butter and milk powder.
38 Establishments Inspected in Greater Mumbai
In the Greater Mumbai division, FDA officials inspected 38 food establishments and collected 47 samples, including samples of milk, khoya, ghee and sweets, for laboratory analysis.
The licences of nine establishments were suspended:
- Ruhafza Bakery, Khar West
- Chandru’s Pure Ghee Sweets, 4 Bungalows, Andheri West
- Sharma Dairy and Fast Food, 4 Bungalows, Andheri West
- Punjabi Chandu Halwai LLP, Grant Road East
- Shri Narayan Dairy, Vile Parle West
- Gulshan Dairy Farm, Khar West
- Tribhuvan Dairy Farm, Ghatkopar West
- Mahavir Cashew and Foods Pvt Ltd, Ghatkopar East
- Agrawal Sweet Mart, Jogeshwari East
The FDA also imposed a ₹20,000 fine on Krishna Sweets and Snacks in Kanjurmarg East.
In Thane district, officials inspected Bhairavnath Dairy in Badlapur West and found 30 litres of pasteurised standardised buffalo milk, valued at ₹2,830, being sold in loose form.
Cafe Mondegar Among Four Mumbai Establishments Facing Licence Suspension
The FDA also suspended the food licences of four establishments in Mumbai following inspections that identified food-safety and hygiene-related violations.
At Cafe Mondegar in Colaba, officials cited several deficiencies, including hot food not being maintained above 60°C, cold storage not being maintained below 5°C, improper thawing practices and inadequate drainage near the food-preparation area, which the FDA said could create a cross-contamination risk.

The other establishments facing licence suspension were:
- Maharashtra Biryani Center, Kandivali East — cited for failure to maintain prescribed hygiene, sanitation and safety requirements under Schedule 4.
- Tribhuvan Dairy Farm, Ghatkopar West — cited for violations of Schedule 4 requirements.
- Mahavir Cashew and Foods Pvt Ltd, Ghatkopar East — also cited for violations under Schedule 4.
Dairy and Sweet Products Seized in Pune and Kolhapur
The enforcement action extended to other districts, including Pune and Kolhapur.
At Shivaratna Milk & Milk Agro Product in Takawade, Shirol, officials found 10 kg of halwa valued at ₹6,000 and 198 kg of rabadi valued at ₹45,540.
In Pune district, the FDA found 1,519 kg of cow milk, butter and skimmed milk powder, valued at approximately ₹8.50 lakh, at Creamy Delight in Patas, Daund.
At Mahaveer Dairy in Manchar, Ambegaon, officials found khoya/khava valued at ₹13,720, 104 kg of paneer valued at ₹31,200 and 11 kg of ghee valued at ₹7,920. The products were suspected to be of substandard quality.
Jalgaon Seizures Include Suspected Adulterated Halwa
In Jalgaon district, FDA officials found approximately 2,155 kg of suspected adulterated sweet halwa, valued at around ₹5.58 lakh, in two transport vehicles.
At Brijvilas Dairy in Jalgaon, officials found 28 kg of khoa valued at ₹12,600, which was suspected to be substandard.
At Ekta Doodh Dairy and Sweets in Raver, officials found 2 kg of peda and 14.2 kg of buffalo ghee, with a combined weight of 16.2 kg and a stated value of ₹15,200. The products were suspected to be substandard, and officials reported that no purchase bill was available.
At Tarachand Sundarji and Sons in Chalisgaon, 6.5 kg of peda valued at ₹2,600 was found and suspected to be substandard.
The FDA also found 19 kg of shrikhand valued at ₹5,320 in the possession of Shri Samadhan Pawar. Officials reported that the product was stored under unhygienic conditions and was suspected to be substandard and perishable.
Laboratory Testing to Determine Product Compliance
The enforcement drive comes during a period of increased demand for sweets, dairy products and other festive foods. While the FDA has seized several products on suspicion of adulteration or substandard quality, such classifications should be distinguished from laboratory-confirmed violations.
Samples collected during inspections are subject to analysis, and further regulatory or legal action can depend on the test results and the nature of the violations established by the authorities.
The Ganeshotsav drive reflects the FDA’s wider effort to strengthen surveillance of high-demand food categories during the festive season, with dairy products, sweets and other frequently consumed foods receiving particular attention.
