The Uttar Pradesh government has unveiled an ambitious Dairy Master Plan aimed at promoting indigenous cattle breeds, expanding milk production, and strengthening the rural economy through cooperative and small-scale dairy development.

Under the leadership of Yogi Adityanath, the state has rolled out four major dairy-focused schemes collectively being described as “Operation-4” due to their integrated strategy for dairy expansion and breed conservation.
The initiative focuses on increasing rural employment, supporting women and youth entrepreneurs, and building a modern indigenous cow-based dairy ecosystem across the state.
Four Major Schemes Under ‘Operation-4’
The state government has launched the following schemes as part of the Dairy Master Plan:
- Mukhyamantri Swadeshi Gau Samvardhan Yojana
- Mukhyamantri Pragatisheel Pashupalak Protsahan Yojana
- Nandini Krishak Samriddhi Yojana
- Mini Nandini Krishak Samriddhi Yojana
Officials said these schemes are designed to support dairy units ranging from two to twenty-five cows through substantial financial assistance and subsidies.

Subsidy Model to Encourage Dairy Entrepreneurship
According to Mukesh Meshram, the state government is offering major financial incentives for rearing high-yield indigenous cattle breeds.
Under the Nandini and Mini Nandini schemes, dairy entrepreneurs can receive up to 50 per cent government subsidy for establishing dairy units and increasing milk production capacity.
The schemes follow a structured financial model:

Officials believe this structure will significantly reduce entry barriers for small and medium dairy farmers.
Under the Mukhyamantri Swadeshi Gau Samvardhan Yojana, subsidies of up to ₹80,000 are being provided for two-cow dairy units.
Focus on Indigenous Breeds
The Dairy Master Plan strongly emphasises conservation and expansion of premium indigenous cattle breeds such as:
- Gir
- Sahiwal
- Gangatiri

Officials say the initiative aims to improve milk productivity while preserving native breeds known for heat tolerance, disease resistance, and lower maintenance costs.
Incentives for High-Yield Dairy Farmers
Under the Mukhyamantri Pragatisheel Pashupalak Protsahan Yojana, dairy farmers maintaining high-quality indigenous cows with superior milk yield are receiving incentive payments ranging from ₹10,000 to ₹15,000.
The government said the programme is helping encourage scientific dairy farming practices alongside breed conservation efforts.
Women and Youth-Centric Rural Development
The Yogi Adityanath government is also focusing on integrating women and young entrepreneurs into the dairy sector as part of its rural self-employment strategy.
Officials believe the expansion of organised dairy farming can create sustainable livelihood opportunities in villages while strengthening the rural economy.
Rapid Ground-Level Expansion Already Visible
According to the Animal Husbandry Department, implementation progress under the schemes has already accelerated across Uttar Pradesh.
