New Delhi: The Centre has launched ‘White Revolution 2.0’, a cooperative-led initiative aimed at expanding the reach of dairy cooperatives, increasing milk procurement, creating employment opportunities and strengthening the economic participation of women in the dairy sector.
The initiative, launched by the Ministry of Cooperation, targets a 50% increase in milk procurement by dairy cooperatives over the next five years from the current level. The programme seeks to bring farmers in areas without adequate cooperative coverage into organised milk markets and increase the share of cooperatives in the organised dairy sector.
The details were provided by Union Minister for Home and Cooperation Amit Shah in a written reply to the Lok Sabha.
Milk procurement target of 1,007 lakh kg per day
Under White Revolution 2.0, milk procurement by dairy cooperatives is targeted to reach 1,007 lakh kg per day by the end of 2028–29, the fifth year of implementation.

The strategy has two broad components: expanding the geographical coverage of dairy cooperatives and strengthening the reach and capacity of existing cooperatives.
1.20 lakh cooperative societies to be created or strengthened
The programme envisages establishing and strengthening around 1.20 lakh Dairy Cooperative Societies (DCS), Multipurpose Dairy Cooperative Societies (M-DCS) and Multipurpose Primary Agricultural Credit Societies (M-PACS).
Of these, 75,000 new Dairy Cooperative Societies are proposed to be established in areas currently lacking cooperative coverage, while 46,422 existing DCSs are to be strengthened.
The societies will be connected to milk procurement routes either by expanding existing routes or establishing new ones, helping farmers gain access to organised markets.
Infrastructure support for dairy cooperatives
White Revolution 2.0 also provides for enabling infrastructure based on local requirements. This includes Automatic Milk Collection Units, Data Processing Milk Collection Units, milk testing equipment and Bulk Milk Coolers.
Such infrastructure is intended to improve milk collection, testing, chilling and data management at the cooperative level.
NPDD 2.0 to fund implementation
The activities under White Revolution 2.0 are being funded through the National Programme for Dairy Development 2.0 (NPDD 2.0) of the Department of Animal Husbandry and Dairying.
Implementation will be carried out in accordance with the guidelines issued by the department.
Women at the centre of the cooperative expansion
The Centre has highlighted the significant role played by women in dairy farming, including milking, feeding, cattle management and animal-health-related activities.
According to the government, women account for nearly 70% of the dairy-farming workforce, although their contribution can remain undervalued because a substantial part of dairy activity continues to operate through informal channels.
The government views dairy cooperatives as a mechanism through which women can gain greater access to organised markets and income opportunities.
Uncovered villages and panchayats targeted
Under White Revolution 2.0, the proposed establishment of Dairy Cooperative Societies in uncovered panchayats and villages is intended to bring more women dairy farmers into the formal cooperative system.
The initiative links cooperative expansion with broader objectives of women’s economic participation, improved market access, employment generation and nutritional availability.
With the programme targeting both new cooperative formation and strengthening of existing societies, its implementation will determine how effectively additional milk producers—particularly women farmers in currently underserved areas—are integrated into organised dairy value chains.
