Himanta Biswa Sarma held a high-level meeting in New Delhi with Rajiv Ranjan Singh to discuss a comprehensive strategy for accelerating the growth of Assam’s fisheries and dairy sectors through infrastructure development, value chain strengthening, and scientific livestock management.

Focus on Fisheries Growth and Exports
The discussions emphasized unlocking Assam’s vast fisheries potential by:
- Increasing fish production across the state.
- Strengthening the fisheries value chain.
- Expanding fish processing infrastructure.
- Improving market access.
- Promoting fish exports to domestic and international markets.
Following the meeting, Chief Minister Himanta Biswa Sarma said the state would work towards converting these policy discussions into concrete initiatives aimed at positioning Assam as a major fish-producing and fish-exporting state.
Dairy Sector Modernisation
The meeting also outlined key interventions to modernize Assam’s dairy sector and improve milk production. Major proposals included:
- Strengthening dairy cooperative societies.
- Expanding veterinary hospitals and healthcare services.
- Establishing Pashu Aushadhi Kendras to improve access to veterinary medicines.
- Setting up Tetrapack (UHT) milk processing plants.
- Establishing milk powder manufacturing plants.
- Improving cattle genetics through expanded artificial insemination (AI) programmes.
These measures are expected to enhance milk processing capacity, reduce post-harvest losses, improve animal health, and increase dairy farmers’ incomes.
Centre–State Collaboration
Union Minister Rajiv Ranjan Singh described the meeting as productive and reaffirmed the Centre’s commitment to supporting Assam in strengthening both fisheries and dairy infrastructure.

He noted that coordinated efforts between the Union and State governments would help generate new opportunities for:
- Dairy and fish farmers.
- Rural entrepreneurs.
- Cooperative institutions.
- Agri-based industries.
- Employment and rural livelihoods.
Towards a Stronger Rural Economy
The meeting reflects a broader strategy to diversify Assam’s rural economy by investing in high-potential sectors such as fisheries and dairy. By combining infrastructure development, scientific livestock improvement, cooperative strengthening, and value-added processing, the proposed roadmap aims to enhance farmer incomes, boost exports, and promote sustainable agricultural growth across the state.
Senior officials from the Assam Government, including Additional Chief Secretary K.K. Dwivedi, Resident Commissioner Kavitha Padmanabhan, and other departmental representatives, also participated in the discussions.
