Shivpuri, Madhya Pradesh : Amid growing concerns over milk adulteration and food safety across India, the Milk Dairy Business Association (All India Registered), Shivpuri Chapter, has intensified its campaign for stricter enforcement of Food Safety and Standards Authority of India (FSSAI) regulations. The movement is being spearheaded by the Association’s National Secretary General, Narendra Kumar Mandil, who has called for mandatory registration of milk producers and vendors and greater accountability throughout the dairy supply chain.
The campaign comes in the wake of FSSAI’s Regulatory Compliance Division consultation (File No. RCD-11003/1/2021-Regulatory-FSSAI (Part-1) [E-10397]), issued on March 11, 2026. Signed by Executive Director (Regulatory Compliance) Satyen Kumar Panda, the advisory directs all States and Union Territories to ensure that milk producers—except members of registered dairy cooperatives—and milk vendors obtain mandatory FSSAI registration or licensing.
The FSSAI consultation further instructed state authorities to conduct periodic inspections of milk chillers, verify storage conditions, and undertake special registration drives to improve traceability and curb adulteration. The Authority also reiterated its earlier directive (F.No. RCD-02001/382/2025-Regulatory-FSSAI dated December 16, 2025) mandating regular enforcement drives and fortnightly compliance reporting by state administrations.
Adding urgency to the issue, the Office of the Commissioner of Food Safety and Controller, Food and Drug Administration, Madhya Pradesh, issued instructions on July 20, 2026, directing all Designated Officers across the state to launch special monitoring, inspection, and sampling campaigns. The order follows reports of an organized adulterated and synthetic milk syndicate operating in Maharashtra’s Dharashiv district.
Under the state directive, officials have been instructed to conduct intensive inspections of milk chilling plants, dairy units, milk collection centres, wholesalers, and other food business operators. Authorities have also been directed to collect adequate samples of suspicious milk and milk products, utilize mobile food testing laboratories and “Magic Box” testing kits, and initiate seizure and sealing proceedings where adulteration is detected.
Speaking on the issue, National Secretary General Narendra Kumar Mandil stated that consumer safety and fair trade practices must go hand in hand.

“Dairy traders are prepared to pay premium prices of ₹55-60 per litre for milk that meets FSSAI standards for fat and SNF content. However, purity, traceability, and legal compliance cannot be compromised. Every commercial milk supplier must be brought into the formal regulatory framework.”
Mandil has submitted a memorandum to the District Collector of Shivpuri seeking immediate implementation of FSSAI directives. The memorandum calls for:
- Mandatory FSSAI registration/licensing for all commercial milk suppliers.
- Regular inspections and sampling at the supplier and transportation levels.
- Periodic monitoring of milk chilling facilities.
- Special registration and enforcement drives across the district.
- Implementation of a “morning-to-morning and evening-to-evening” milk supply framework to preserve freshness and reduce storage burdens on small dairy retailers.
The Association maintains that quality-linked procurement will benefit dairy farmers, retailers, and consumers alike by creating a transparent and traceable milk ecosystem.
Industry experts note that the latest regulatory push represents one of the strongest coordinated efforts by FSSAI and state food safety authorities in recent years to formalize India’s fragmented milk supply chain. With milk remaining one of the country’s most consumed food commodities, regulators are increasingly emphasizing traceability, scientific quality testing, and strict action against adulteration.
As enforcement activities gather pace across Madhya Pradesh, Shivpuri’s dairy sector is emerging as a focal point in the broader national conversation on food safety, public health, and the future of India’s dairy industry.
“Pure Milk, Healthy Society” has become the central message of the campaign led by Narendra Kumar Mandil and the Milk Dairy Business Association, reflecting a growing demand for higher standards and greater transparency in the dairy sector.
