AZAMGARH: Growing demand for milk and value-added products such as curd, buttermilk, paneer and butter is creating opportunities for entrepreneurs looking to enter India’s dairy sector. Depending on the scale and nature of the proposed business, entrepreneurs may be able to access financial assistance under government-backed employment generation and village-industry schemes.

The support available, however, depends on the specific scheme, project cost, applicant category, eligible activities and applicable subsidy or financing norms. It should not be interpreted as a guaranteed cash grant of ₹50 lakh to every dairy entrepreneur.
Support Under Chief Minister’s Village Industries Employment Scheme
According to information provided by the Khadi and Village Industries Department in Azamgarh, the Chief Minister’s Village Industries Employment Scheme can support small and medium-scale enterprises, including eligible dairy-related activities.
Department official Deepak Mishra, Khadi and Village Industries Officer, Azamgarh, said financial assistance of up to ₹10 lakh can be available under the scheme for eligible projects.
The scheme can support investment in equipment and infrastructure required for dairy-related businesses. Depending on the approved project, entrepreneurs may purchase equipment such as refrigerators, generators and solar systems, as well as machinery for producing and packaging products such as paneer and butter.
The financing structure should be understood separately from operating credit. While the scheme provides interest-related support for eligible capital expenditure as described by the department, normal interest can apply to cash-credit facilities used for working capital and day-to-day business operations.
PMEGP for Eligible Dairy Processing Projects
Entrepreneurs planning larger manufacturing or processing projects can also examine the Prime Minister’s Employment Generation Programme (PMEGP), a central government credit-linked subsidy programme implemented through designated agencies.
Under PMEGP, eligible applicants can submit applications through the prescribed online process, including assistance available through Common Service Centres (CSCs). Applicants can also approach the relevant Khadi and Village Industries Department office for guidance on the application process.

The actual project financing, margin contribution, subsidy and bank loan component depend on the approved project, applicant category, location and prevailing PMEGP guidelines.
Documents Generally Required
Applicants may need documents such as:
- Aadhaar card
- Residence/address proof
- Caste certificate, where applicable
- Educational qualification certificates
- Family register or other documents as prescribed
- Detailed project report
- Relevant training certificates, where applicable
A certificate showing dairy management or related technical training may strengthen an application where the relevant scheme provides preference or considers technical training as an eligibility or assessment factor. Applicants should confirm the current requirements with the implementing agency before submitting documents.
Dairy Entrepreneurs Need to Assess the Project First
The available government support should be viewed as scheme-linked financial assistance rather than a universal ₹10–50 lakh subsidy.
For entrepreneurs, the first step is to determine whether the proposed business will involve milk production, milk collection, paneer and curd manufacturing, dairy product processing, packaging or a larger milk-processing plant. The appropriate financing scheme can then be identified based on the project’s investment requirement and eligibility.
A detailed DPR covering milk procurement, processing capacity, machinery, working capital, operating costs, sales projections and repayment capacity is also important before approaching a bank or government implementing agency.
For dairy businesses, the combination of appropriate financing, technical knowledge, reliable milk procurement and a viable local market will ultimately determine the commercial feasibility of the project.
