The ‘Delhi Declaration 2025’, unveiled at the international conference organized by NAFCUB, sets a clear roadmap for expanding Urban Cooperative Banks (UCBs) across India.
Key highlights from Union Home & Cooperation Minister Shri Amit Shah’s address:
- Launch of ‘Sahkar Digi-Pay’ and ‘Sahkar Digi-Loan’ – marking the cooperative sector’s strong entry into India’s digital finance revolution.
- Within five years, every Indian city with a population above 2 lakh will have its own Urban Cooperative Bank.
- NPAs reduced from 2.8% to 0.6% in just two years — a testament to stronger governance and modernization.
- UCBs are emerging as a lifeline for small traders, entrepreneurs, and youth, fostering inclusive economic growth.
- Amul and IFFCO securing the top two global rankings in cooperatives affirm the enduring strength of India’s cooperative model.

He also revealed that within five years, the government aims to establish one Urban Cooperative Bank in every Indian city with a population exceeding two lakh, empowering small traders, entrepreneurs, and youth.
Shri Shah emphasized the role of cooperatives in achieving inclusive economic development, noting that GDP growth must be accompanied by social upliftment and employment generation — goals that the cooperative model naturally supports.
Highlighting India’s leadership in the global cooperative movement, he mentioned that the International Cooperative Alliance has ranked Amul and IFFCO as the world’s top two cooperatives. Amul, with its 3.6 million farmer members (65% women), operates 18,000 village societies and handles over 30 million litres of milk daily, achieving a ₹90,000 crore turnover in FY 2024–25.
IFFCO, with 35,000 member societies and 5 crore farmer members, reported a ₹41,000 crore turnover and exports its nano urea and DAP to over 65 countries.
Reaffirming the government’s commitment, Shri Shah said the “Generation Sahakar” initiative and the establishment of Tribhuvan Sahkari University will equip India’s youth to lead the cooperative movement into a new era of technology, transparency, and trust.
