Partnership aims to link local milk producers with institutional demand and establish a more structured supply chain for packaged milk.
ITANAGAR: The Department of Animal Husbandry, Veterinary and Dairy Development (AHV&DD), Government of Arunachal Pradesh, has signed a memorandum of understanding (MoU) with the Indo-Tibetan Border Police (ITBP) to strengthen the state’s dairy cooperative sector and improve market access for local milk producers.

The initiative aims to establish a structured institutional market for locally produced milk, strengthen market linkages for dairy farmers and support the development of an organised and sustainable dairy sector in the state.
The MoU signing and packaged milk supply flag-off ceremony was held at the Civil Secretariat in Itanagar. The event was attended by Gabriel D. Wangsu, Minister for AHVⅅ YVVJ Rajasekhar, Secretary, AHVⅅ Nyali Ette, Commissioner (Home); Mige Kamki, Secretary (Civil Supplies); D. Longri, Director of AHVⅅ and senior ITBP representatives, including Abu Sufian, Deputy Inspector General (North East Frontier).
Institutional demand to support dairy farmers
Minister Gabriel D. Wangsu highlighted the role of dairy development in increasing farmers’ incomes, generating rural employment and strengthening Arunachal Pradesh’s economic self-reliance.
He said institutional partnerships could connect local producers with more reliable markets, encourage dairy entrepreneurship and make dairy farming a more viable livelihood.
Referring to the motto “Jai Jawan, Jai Kisan,” the minister emphasised the complementary roles of the armed forces and farmers in national development.
Focus on the dairy value chain and food safety
During the programme, Secretary YVVJ Rajasekhar outlined the objectives of the MoU and the department’s ongoing efforts to strengthen the dairy value chain.

The department’s approach covers milk production, collection, processing, packaging and marketing. Officials also emphasised the importance of maintaining prescribed quality and food safety standards, improving supply-chain reliability and ensuring timely delivery.
For dairy cooperatives, institutional buyers can provide an additional route to market, potentially helping producers plan collection and supply more consistently. The benefits will depend on procurement arrangements, pricing, quality requirements and the reliability of the delivery network.
ITBP collaboration begins with packaged milk supplies
Abu Sufian, DIG (North East Frontier), ITBP, described the collaboration as a practical step towards connecting local dairy production with institutional demand.
The flag-off of packaged milk supplies marked the beginning of the initiative’s implementation, with the partnership intended to facilitate regular delivery of quality packaged milk to ITBP personnel.
Potential boost for Arunachal Pradesh’s organised dairy sector
The agreement represents an effort to connect dairy production more closely with a defined institutional market. For Arunachal Pradesh, where improving market access and supply-chain infrastructure is important to dairy-sector development, such partnerships could help cooperatives expand their reach beyond conventional retail channels.
The long-term impact will depend on the scale and continuity of milk procurement, the number of farmers and cooperatives participating, payment arrangements, processing capacity and compliance with food safety standards.
The initiative therefore offers a potential pathway to strengthen local dairy marketing while supporting a more organised and sustainable dairy cooperative network in the state.
