In a major push toward digital agriculture and financial inclusion, the government of Bangladesh is set to roll out a Farmer’s Card programme starting on Pahela Baishakh, aiming to bring farmers under a unified digital framework while providing direct financial support.

Direct Cash Support for Small Farmers
Under the scheme, landless, marginal, and small farmers will receive Tk2,500 annually as direct cash assistance. In the pre-pilot phase, about 22,065 farmers across 10 districts have been selected, with nearly 93.7% eligible for financial support.
Farmers are categorized based on landholding:
- Landless: < 5 decimals
- Marginal: 5–49 decimals
- Small: 50–249 decimals
- Medium & Large farmers will be included later
Digital Card with Multiple Services
The Farmer’s Card will function like a banking debit card, issued through Sonali Bank, with accounts already opened for beneficiaries.
Cardholders will gain access to 10 key services, including:
- Subsidised fertiliser, seeds, and feed
- Irrigation facilities
- Easy-term agricultural loans
- Low-cost machinery access
- Mobile-based weather & market updates
- Training and pest management advice
- Agricultural insurance
- Fair-price market linkages
Phased Expansion Plan
The programme will be implemented in three stages:
- Pre-pilot (launch phase)
- Pilot phase in 15 upazilas by August
- Nationwide expansion, targeting full coverage within four years
The initiative is being executed under a project by the Department of Agricultural Extension focused on rural transformation, entrepreneurship, and resilience.
Expected Impact
Officials and experts believe the Farmer’s Card will:
- Improve transparency in subsidy and incentive distribution
- Reduce middlemen interference
- Ensure better targeting of genuine farmers
- Enhance financial inclusion by linking farmers directly to banking systems
It is also expected to streamline access to agricultural inputs and modern services, helping farmers—including those in dairy, fisheries, and livestock sectors—operate more efficiently.

Despite its promise, the programme faces several hurdles:
- Identifying genuine beneficiaries
- Maintaining an updated farmer database
- Adapting rural populations to digital and banking systems

Agricultural economists have welcomed the initiative but caution that implementation speed and coordination will be critical. Strong collaboration between local administration, financial institutions, and agricultural agencies will be essential to ensure transparency and effectiveness.

The Farmer’s Card is being positioned as a digital identity for farmers, enabling easier access to subsidies, credit, and services—ultimately aiming to modernise agriculture and improve rural livelihoods.
