Bihar to Form Milk Producers’ Committees in All Villages Within Two Years

Patna: In a major push to strengthen the rural dairy economy, Bihar Chief Minister Nitish Kumar on Saturday announced that milk producers’ committees will be formed in all 39,073 villages across the state within the next two years.

According to the Chief Minister, committees have already been established in 25,593 villages, while the remaining 13,480 villages will be covered in a phased manner. The Dairy, Fisheries and Animal Resource Department has been directed to implement the expansion.

Sudha Milk Outlets in Every Panchayat

The government has also decided to open Sudha Milk outlets in all 8,053 panchayats by the end of the 2026–27 financial year. At present, outlets are operational in only 100 panchayats.

Under the earlier Saat Nischay-2 initiative, Sudha outlets were opened in all blocks. The next phase — Saat Nischay-3 — aims to extend this network to the panchayat level to deepen rural market access.

Focus on Fair Prices and Rural Employment

Nitish Kumar stated that the initiative will:

  • Boost milk production
  • Ensure fair prices for livestock rearers
  • Create employment opportunities in villages
  • Strengthen the rural economy

He emphasized that dairy growth would generate local livelihood opportunities, reducing migration pressures.

Women’s Participation Through JEEViKA

Preference in allotting Sudha Milk outlets will be given to JEEViKA ‘didis’, women associated with the Bihar Rural Livelihoods Promotion Society (BRLPS). This move is expected to promote women-led entrepreneurship in the dairy sector.

JEEViKA operates under the World Bank-supported Bihar Rural Livelihoods Project and has played a key role in self-help group mobilization across the state.

Strategic Vision

The expansion aligns with the broader vision of Saat Nischay-3, which aims to position Bihar among the most developed states by 2030.

With structured village-level procurement committees and expanded retail networks, the state appears to be moving toward a more organised and farmer-centric dairy ecosystem — one that integrates production, procurement, and market access.

If executed effectively, this could significantly reshape Bihar’s dairy landscape over the next few years.
