Bihar to Set Up Dairy Cooperatives in Every Village; Women to Lead Sudha Outlet Expansion

Patna: In a major push to strengthen the rural dairy economy, the Bihar government has announced that dairy cooperative societies will be established in every village, with a strong focus on women-led participation.

The announcement was made by Dairy, Fisheries and Animal Resources Department Secretary Shirshat Kapil Ashok at a press conference in Patna.

24,248 Villages in Phase 1

In the first phase:

  • Dairy cooperative societies will be set up in 24,248 villages
  • 8,053 Sudha outlets will be opened across all panchayats

The initiative aims to expand procurement networks and ensure last-mile market access for farmers.

Women-Centric Dairy Expansion

A key highlight is the focus on women empowerment:

  • Sudha outlets will be allotted to women under the Chief Minister’s Women Employment Scheme
  • Allotment will be done through a lottery system

Applicants must have at least 80 sq. ft. space, while male applicants with existing shops may also be considered based on viability by Bihar State Milk Cooperative Federation Limited.

Breed Improvement Push

To boost milk production, the government will provide:

  • 15 lakh (1.5 million) sex-sorted semen doses
  • At a subsidized rate of ₹150 per dose

This initiative is expected to ensure ~90% female calf births, improving herd productivity. A refund provision is included if conception fails after two attempts.

Sudha’s Global Expansion Vision

Dairy Minister Surendra Mehta reiterated plans to expand the international footprint of Sudha, aiming to:

  • Increase demand for dairy products
  • Improve farmer incomes
  • Position Bihar in global dairy markets

Parallel Push in Fisheries

The government is also strengthening fisheries:

  • Launch of “Fresh Catch” kiosks modeled on Sudha outlets
  • Priority allotment to fishing community members
  • Fish production rose to 9.59 lakh tonnes in 2024–25 (up 9.85%)

Bihar has climbed from 9th to 4th position nationally in fish production over the past decade.

Senior officials, including Sameer Saurabh, were present at the briefing.

The combined strategy—cooperative expansion, women-led retail, breed improvement, and global outreach—signals a comprehensive effort to transform Bihar’s dairy sector.

Bihar is not just expanding dairy—it’s redesigning the system so that every village produces, every panchayat sells, and women drive the front-end of the dairy economy.
