New Delhi, January 27: The Department of Animal Husbandry and Dairying (DAHD) held a high-level review meeting on White Revolution 2.0 and ongoing departmental schemes at Vigyan Bhawan, New Delhi, under the chairmanship of Secretary, DAHD, Shri Naresh Pal Gangwar.

The meeting was attended by senior officials from all States and Union Territories, including Additional Chief Secretaries, Principal Secretaries, Secretaries, Directors and Scheme Officers from the Animal Husbandry and Dairying Departments. Senior officials from the Centre were also present, including Ms Varsha Joshi, Additional Secretary (CDD); Shri Rama Shankar Sinha, Additional Secretary (Livestock Health); Dr B. Maheswarappa Naveena, Animal Husbandry Commissioner; Shri Jagat Hazarika, Adviser (Statistics); Shri Siddharth Jain, Joint Secretary, Ministry of Cooperation; and Shri Meenesh Shah, Chairman, NDDB.

During the review, the Secretary assessed both physical and financial progress under key flagship schemes such as the National Programme for Dairy Development (NPDD), Rashtriya Gokul Mission (RGM), National Livestock Mission (NLM) and the National Digital Livestock Mission (NDLM).

Emphasising that timely utilisation of funds and proper implementation of schemes are critical to delivering benefits to livestock farmers, Shri Gangwar stated that State Animal Husbandry Departments carry the primary responsibility of translating Central schemes into outcomes on the ground. He noted that effective implementation has already benefitted millions of livestock farmers and has played a significant role in strengthening the rural economy.
The Secretary stressed the need to fast-track implementation under White Revolution 2.0, particularly as the current financial year and the 15th Finance Commission cycle approach completion. States and UTs were urged to accelerate execution, improve financial performance across schemes, and ensure full and time-bound utilisation of approved funds.

He also highlighted the importance of strict adherence to Standard Operating Procedures under the National Digital Livestock Mission and compliance with Standard Veterinary Infrastructure Guidelines. These measures, he said, are essential for orderly sectoral growth and for achieving the broader objectives of Viksit Bharat.
The review meeting underscored DAHD’s focus on accountability, efficiency and coordinated action with States and UTs to ensure that flagship livestock and dairy development initiatives deliver measurable and sustainable benefits to farmers across the country.
