Panaji, Goa — Milk producers in Goa have voiced growing frustration over delays in receiving base price payments, a situation they say is threatening their livelihoods and pushing dairy farming toward unprofitability.
Farmers told local media that assured base price payments, which used to be disbursed quarterly, have not been paid for nearly nine months, despite earlier assurances that the schedule would shift to monthly payments to ease cash flow pressures.
“Earlier, we used to get the payments every three months in four phases a year, which was not enough, and we were assured that the payments would start coming in monthly. However, it has been nearly nine months since we received any payment,” one milk producer said.
Another farmer said the ongoing delay had turned dairy farming in the state into an unviable business. “The dairy industry in Goa is no longer serving to be a profitable business for us,” he said, highlighting rising input costs and stagnant returns.
Demands and Warning of Protests
The farmers have demanded immediate clearance of all pending dues. They warned that, unless the government acts swiftly to resolve the issue, they would escalate their agitation.

“We are on the verge of holding a dharna at the doorstep of the government if they fail to fulfil our demands,” the group said.

Delayed or irregular payments to milk producers can significantly disrupt cash flows for small and marginal farmers, who depend on timely receipts to manage feed, veterinary costs, and household expenses.
Farmers have appealed to the Goa government and relevant dairy authorities to intervene urgently, clear pending payments, and ensure that future payments are made in a timely and predictable manner.
