Haryana Budget 2026–27: Mega Push for Agriculture, Fisheries & Dairy

₹8,320 crore allocated; focus on crop diversification, organic farming and modern dairy infrastructure

Haryana Budget 2026–27: Mega Push for Agriculture, Fisheries & Dairy

Chandigarh: Haryana Chief Minister Nayab Singh Saini, who also holds the finance portfolio, unveiled an agriculture-centric Budget for 2026–27 on Monday, placing farmers and allied sectors at the heart of the state’s development roadmap.

Calling farmers the backbone of Haryana’s economy and social stability, Saini increased the allocation for agriculture and allied services to ₹8,320 crore, up from ₹7,651 crore in the revised estimates of 2025–26. The primary sector currently contributes 16.9% to the state economy.

₹2,000 per Acre More for Crop Diversification

To reduce paddy dependency and promote sustainable agriculture, the government announced:

  • ₹2,000 per acre additional bonus for farmers opting for pulses, oilseeds and cotton instead of paddy.
  • Continuation of ₹8,000 per acre incentive under the Mera Pani–Meri Virasat Yojana for farmers not cultivating paddy.
  • Cotton incentive enhanced from ₹3,000 to ₹4,000 per acre.
  • ₹1,200 per acre subsidy for paddy straw management.
  • ₹4,500 per acre subsidy for adopting Direct Seeded Rice (DSR).

Under the Sugarcane Technology Mission, incentives for wide-row and single-bud planting have been raised to ₹5,000 per acre. Cooperative sugar mills will provide harvesters, and tissue culture seedlings will be supplied free of cost.

Additionally, 100 farmers from each district will be sent on exposure visits to other states to learn advanced practices and explore new markets.

Strong Organic and Natural Farming Push

In a major policy shift towards sustainability:

  • Certified organic farmers, including those accredited by Agricultural and Processed Food Products Export Development Authority (APEDA), will receive ₹10,000 per acre annually for five years.
  • 800 acres of agriculture department land will be leased to long-term organic farmers.
  • An 80% subsidy on organic fertilisers will be provided to farmers registered on the MFMB portal.
  • Dedicated organic markets will be set up in key districts including Panchkula, Karnal, Rohtak, Gurugram and Hisar.

A new “Smart Agriculture” scheme, in collaboration with Chaudhary Charan Singh Haryana Agricultural University, will promote natural farming across a 2,000-acre cluster with full compensation in case of losses.

The government will also introduce a policy to develop Morni block as a natural and organic farming zone.

Marketing Reforms and Infrastructure

To strengthen direct farmer-to-market linkages:

  • “Gramin Haat Mandis” will be established by the Haryana State Agricultural Marketing Board, linked to FPO pack houses. The first mandi will open on December 23 (Kisan Diwas).
  • 775 FPOs will be strengthened under a new FPO Mission launching July 4, 2026.
  • A Cold Chain Policy will be implemented to boost storage and exports.

Compensation for fruit crop losses due to natural disasters has been increased to ₹50,000 per acre, while for vegetables and spices it has risen to ₹40,000 per acre.

A Haryana Potato Seed Act will be introduced to certify tissue culture seed lines, targeting 7.5 lakh quintals of quality seed annually.

Fisheries and Livestock Expansion

Under the Pradhan Mantri Matsya Sampada Yojana:

  • Two modern fish markets will be established in Hisar and Faridabad at ₹100 crore.
  • A ₹50 crore fish processing unit will be set up in Karnal.
  • Soil and water testing labs will open in Yamunanagar, Rohtak and Faridabad.
  • Fish seed farms in Jyotisar and Sampla will be modernised with ₹20 crore.

In animal husbandry:

  • A multipurpose training centre under the “One Health” approach will be set up in Hisar.
  • Seven new veterinary dispensaries, four veterinary hospitals and 20 mobile veterinary units will be launched.
  • A Haryana Veterinary Epidemiology Centre will be established in Hisar at ₹30 crore.

Major Boost to Dairy Sector

The dairy segment also received significant attention:

  • A new scheme for modern dairy farms (up to 100 animals) will be launched with ₹10 crore.
  • Two milk processing plants of 5 lakh litres per day each will be established in Rewari and Ambala at ₹600 crore.
  • 2,000 new booths and milk bars under the Vita brand will open, with 20% reservation for women from self-help groups.
  • In Sirsa, a ₹25 crore PPP-mode juice processing plant under the Vita brand will process kinnow and other fruits from 2026–27.
  • Eight integrated food laboratories will be set up at ₹24 crore, with two operational in 2026–27.
  • A NABL-certified milk and food testing lab will be established at Karnal Agro Mall at ₹8 crore.

Additionally, 700 new Har Hith stores will be opened to strengthen rural retail networks.

With aggressive diversification incentives, organic farming subsidies, modern fish markets, veterinary expansion and major dairy infrastructure investments, the Haryana government has clearly positioned agriculture and allied sectors as the engine of growth for 2026–27.
