India’s dairy sector has witnessed unprecedented growth over the last decade. Milk production surged from 146 million tonnes in 2014-15 to 239 million tonnes in 2023-24. This growth makes it the fastest-growing dairy sector worldwide. The government has actively promoted cooperatives to empower farmers and boost production.

Recent Developments in Dairy Production
The dairy sector expanded by 70 per cent during the BJP government’s 11-year tenure. Indigenous cattle milk production rose from 39 million tonnes to 50 million tonnes. Milk processing capacity currently stands at 660 lakh litres per day, with plans to reach 100 million litres by 2028-29. Per capita milk availability increased from 124 grams to 471 grams daily.
Role of Cooperatives in Dairy Growth
The Ministry of Cooperation has collaborated with state governments to strengthen dairy cooperatives. Over 75,000 new dairy cooperatives will be established by 2029, while 46,000 existing ones will be enhanced. In the last year alone, 33,000 cooperatives were registered. The government aims for every Panchayat to have at least one cooperative society by 2029.
New Multi-State Cooperative Societies
Three new multi-state cooperatives are being formed. One will focus on animal feed production, disease control, and artificial insemination. Another will develop cow dung management models. The third will promote the circular use of dead cattle remains. These initiatives aim to improve productivity and sustainability in the sector.
Significance of Sabar Dairy Plant
The recently inaugurated Sabar Dairy Plant in Haryana is the largest facility for curd, buttermilk, and yogurt production in India. It has a daily capacity of 150 metric tonnes of curd, 3 lakh litres of buttermilk, and 10 lakh litres of yogurt. The plant caters to the National Capital Region and northern states, supporting farmers across multiple states.
Impact on Farmers and Rural Economy
Eight crore farmers are connected with the dairy sector. The sector has empowered farmers through better income and job creation. Haryana, a leading milk producer, boasts a per capita milk availability of 1,105 grams daily. Support includes low-interest loans, seed and fertiliser supply, insurance, and welfare schemes.
Government’s Vision and Future Targets
The government’s White Revolution 2.0 focuses on enhancing cooperative strength and dairy output. The plan aims to increase milk processing capacity and ensure sustainability. The vision is rooted in ‘Sahkar Se Samriddhi’ or prosperity through cooperation, revitalising rural economies and farmer livelihoods.
