The Maharashtra FDA aims to introduce a digital milk traceability system within six to twelve months, using livestock identification records and milk collection data to flag potential irregularities in the supply chain.
Maharashtra: The Maharashtra Food and Drug Administration (FDA) plans to introduce a digital milk tracking system to strengthen surveillance and tackle milk adulteration across the state.

According to a report by India Today, FDA Commissioner Tukaram Mundhe announced the proposed initiative at the India Today Conclave Mumbai 2026. The system is expected to be developed over the next six to twelve months.
The proposed framework would link livestock identification records, including unique ear tags, with milk collection data to identify discrepancies between the number of milch animals registered and the volumes of milk supplied at collection centres.
Digital monitoring to flag suspicious milk volumes
The proposed system aims to help authorities identify unusual milk procurement patterns that may warrant further investigation. By comparing animal records with milk collection volumes, regulators could flag cases where reported supplies appear inconsistent with plausible production levels.

Such alerts would provide an additional tool for food safety enforcement. However, milk yield varies with species, breed, lactation stage, feed, animal health and farm management. Digital discrepancies would therefore need to be verified through inspections and laboratory testing rather than treated as proof of adulteration.
Inspections across collection and processing facilities
Alongside the proposed digital initiative, the FDA is reportedly conducting inspections of raw milk collection centres, chilling facilities and processing units.
The inspections focus on hygiene, good manufacturing practices and compliance with milk testing requirements. Strengthening checks at the collection stage is particularly important because adulterated milk can enter the supply chain before reaching large processing plants.
Routine measurements such as lactometer readings and fat testing help assess certain milk quality parameters, but they cannot independently identify every chemical adulterant. Additional screening and confirmatory laboratory methods may be required when adulteration is suspected.
Traceability could strengthen dairy supply-chain oversight
Maharashtra’s dairy supply chain connects individual farmers, village collection centres, chilling facilities, transporters and processing plants. Recording milk movements digitally could help regulators improve accountability and investigate suspicious consignments more efficiently.
For organised dairy companies and cooperative networks, better traceability could support supplier verification, quality assurance and documentation. It may also help identify the stage at which a suspected adulteration incident occurred.
However, digital tracking alone cannot guarantee that milk is safe. Effective implementation would depend on reliable livestock records, accurate collection data, secure information systems, regular inspections and appropriate laboratory testing.
Potential benefits for genuine dairy farmers
Milk adulteration can undermine consumer confidence and damage the reputation of legitimate producers and processors. A more transparent procurement system could help authorities distinguish documented milk supplies from suspicious transactions and strengthen accountability across the supply chain.
For genuine dairy farmers, stronger enforcement may help protect trust in the formal milk market. The actual benefits will depend on how the system is implemented, how anomalies are investigated and whether enforcement measures effectively deter adulteration.
The proposed initiative represents a potential step towards data-driven dairy regulation in Maharashtra. Its effectiveness will ultimately depend on integrating digital traceability with conventional food safety inspections, scientific testing and enforcement action.
