Maharashtra’s Largest Cooperative Dairy Gokul Gears Up for Crucial Election Battle

One of India’s most influential dairy cooperatives, the Kolhapur District Cooperative Milk Producers Union (Gokul Milk Union), is preparing for a high-stakes election that has emerged as a major political contest in Maharashtra’s cooperative sector.

The election is expected to witness a direct battle between the ruling Mahayuti alliance and senior Congress leader Satej Patil, highlighting the growing political significance of cooperative institutions in the state.

A Dairy Giant with Deep Rural Influence

Established on March 16, 1963, Gokul has evolved into Maharashtra’s largest cooperative milk union and one of India’s most successful dairy cooperatives.

Key figures of Gokul include:

  • Annual turnover (2024-25): ₹3,966.28 crore
  • Associated milk producers: 4.41 lakh
  • Village-level dairy societies: 8,009
  • Villages covered: 1,810

The cooperative plays a vital role in milk procurement, animal health services, breeding programmes, milk processing, value-added dairy products, and rural development across the Kolhapur region.

Experts note that Gokul has become an economic lifeline for thousands of small and marginal dairy farmers.

Political Importance Beyond Dairy

According to political observers, Gokul’s influence extends beyond milk procurement.

The cooperative directly transfers milk payments into farmers’ bank accounts, particularly benefiting rural women who manage household finances. This has strengthened its social and political significance in western Maharashtra.

The upcoming election is therefore viewed not merely as a cooperative election but as a test of political influence among major parties in the region.

From Alliance Partners to Rivals

In the 2021 Gokul elections, the then Maha Vikas Aghadi (MVA) alliance, led by Satej Patil and Hasan Mushrif, secured control of the cooperative, ending a three-decade dominance of established cooperative leaders.

However, Maharashtra’s political landscape changed dramatically following splits within the Shiv Sena and NCP, resulting in new alliances and shifting loyalties.

Initially, Hasan Mushrif attempted to maintain cooperative ties with Satej Patil despite being aligned differently in state politics. Over time, increasing political pressure and local rivalries led to the collapse of that arrangement.

Mahayuti Unites for Gokul Polls

Despite ongoing differences in state politics, leaders of the ruling Mahayuti alliance have decided to contest the Gokul election together under the banner of the Chhatrapati Shahu Shetkari Vikas Aghadi.

The alliance includes leaders from:

  • BJP
  • Shiv Sena
  • NCP factions within Mahayuti
  • Regional allies

The decision reportedly followed intervention by Devendra Fadnavis, who emphasized the strategic importance of the cooperative.

Senior leaders including Chandrakant Patil, Hasan Mushrif, and other Mahayuti representatives participated in discussions regarding seat sharing and election strategy.

Satej Patil Confident of Solo Fight

Congress leader Satej Patil has expressed confidence despite facing a united Mahayuti alliance.

He argued that voters would support his leadership based on the cooperative’s performance since 2021 and claimed that Gokul’s dairy farmers have benefited from improved operations and better returns during his tenure.

Patil also alleged that the ruling alliance lacks internal unity and has come together solely for electoral reasons.

Court Intervention and Election Delay

The election process has been delayed due to legal disputes surrounding the governance of the cooperative.

After the term of Gokul’s board of directors ended, authorities appointed an administrative board under provisions of the Maharashtra Cooperative Societies Act, 1960.

Former directors challenged the move in court, arguing over who should exercise policy-making powers until a new board is elected.

The matter eventually reached the Supreme Court, which directed that elections be conducted within 90 days while legal questions regarding the administrator continue to be examined.

Voter List Process Begins

The election process formally commenced after authorities announced the voter-list schedule on May 26.

Important election figures include:

  • Total member societies: 5,981
  • Societies eligible under cut-off date criteria: 5,470
  • Societies under liquidation included in voter process: 1,050
  • Duration of voter-list programme: 36 days
  • Resolution process period: June 2 to July 1

Each eligible dairy society will nominate a representative who will vote in the election.

The Gokul election is being closely watched because it demonstrates the close relationship between dairy cooperatives and rural politics in India.

Beyond milk procurement, cooperatives like Gokul influence:
