Milk Under Scanner: J&K FDA Mandates Spot Testing to Curb Adulteration

The Food Safety Division of the Jammu & Kashmir Food and Drug Control Organisation has issued a firm advisory to dairy units across the Union Territory, directing them to guarantee the sale of adulteration-free milk and dairy products and provide on-the-spot testing facilities at dispensing units, kiosks, and vending points.

The order aligns with a nationwide enforcement drive launched last week by the Food Safety and Standards Authority of India (FSSAI) to crack down on milk adulteration, misbranding, and illegal dairy operations. Jammu & Kashmir has also been flagged for unsafe and fake dairy product reports, putting staples like milk, paneer, ghee, and khoya under intensified surveillance.

Key Directives Issued

  • Mandatory availability of FSSAI-approved rapid test kits at milk vending machines and kiosks
  • Consumer-accessible self-testing, supported by displayed step-by-step instructions
  • Option to deploy trained staff to demonstrate testing procedures
  • Ensuring kits are properly stored and used within validity periods
  • Record-keeping of test results and kit usage logs

The advisory, issued by Commissioner FDA Smita Sethi, calls on Food Business Operators (FBOs) to strictly follow food safety standards and fair trade practices to strengthen public health safeguards.

Nationwide Enforcement Measures

As part of the drive, states and UTs have been instructed to:

  • Conduct inspections of licensed and unlicensed dairy units
  • Collect samples for laboratory verification
  • Trace adulteration sources
  • Take strict action including seizure of unsafe products, licence cancellation, closure of illegal units, product recalls, and destruction of adulterated goods

Building Consumer Trust

The FDA emphasised that the initiative is designed to boost transparency, enhance consumer confidence, and cultivate a robust food safety culture. Instructions to download kits exclusively through the FSSAI portal aim to standardise testing and eliminate ambiguity.
