The Government of Arunachal Pradesh and National Dairy Development Board (NDDB) are set to sign a Memorandum of Understanding (MoU) next month to strengthen and modernise the dairy sector in the northeastern state.

The decision followed a high-level meeting between an Arunachal Pradesh delegation led by Gabriel D. Wangsu and an NDDB team headed by chairman Meenesh C. Shah.
The discussions focused on long-term sustainable dairy development suited to Arunachal Pradesh’s hill ecosystem.
Focus on Infrastructure, Breeding and Cooperatives
Key areas discussed during the meeting included:
- Dairy infrastructure development
- Breeding improvement programmes
- Fodder planning
- Cooperative strengthening
- Modern dairy models for hilly terrain
- Sustainable milk supply chains
Officials also examined ways to improve dairy productivity and farmer participation across the state.
NDDB to Support Transportation of High-Genetic Cattle
One of the major concerns raised was the high transportation cost involved in bringing high genetic merit (HGM) cattle from states such as:
- Uttar Pradesh
- Bihar
- Andhra Pradesh
In response, National Dairy Development Board assured the state government that it would coordinate with railway authorities to explore more economical livestock transportation solutions.
Free Sex-Sorted Semen Support for Breeding Improvement
The issue of low conception rates linked to sex-sorted semen in the state was also discussed.
NDDB agreed to:
- Supply substantial doses of sex-sorted semen free of cost
- Provide technical support through its Sabarmati artificial insemination centre
The initiative aims to improve:
- Breed quality
- Female calf production
- Dairy productivity
New Dairy Plants and Cooperative Expansion Planned
To improve cooperative coverage and milk procurement systems, NDDB is preparing a comprehensive Detailed Project Report (DPR) that includes:
- Establishment of two new dairy plants
- Refurbishment of two existing dairy plants
- Formation of dairy cooperative societies
- Creation of milk unions
- Installation of bulk milk coolers

The proposals are expected to support funding access under the national White Revolution 2 programme.
Major Dairy Infrastructure Projects Proposed
NDDB has already prepared DPRs for:
- Refurbishment of dairy plants at:
- Pasighat (estimated cost: ₹11 crore)
- Karsingsa (estimated cost: ₹13.5 crore)
Additionally, new dairy plants are proposed at:
- Namsai (₹17.79 crore)
- Warjong (₹25.57 crore)
The projects aim to strengthen regional milk supply chains, including supplies to Army establishments in border areas.
Special Dairy Model for Hill Districts
Recognising the geographical challenges of districts such as:
- Tawang
- West Kameng
NDDB proposed adopting the Ladakh dairy development model, which focuses on:
- Smaller livestock holdings
- Greater farmer participation
- Localised milk production systems
The approach is considered better suited for mountainous and remote regions.

Fodder Development and Biogas Support
On fodder management, NDDB agreed to help prepare a comprehensive state fodder plan in collaboration with:
Indian Grassland and Fodder Research Institute.
The plan will include:
- Mineral mapping
- Fodder resource assessment
- Long-term feed security strategies
NDDB also expressed willingness to support:
- Small-scale biogas plants
- Sustainable dairy waste management
- ANAND cooperative model implementation
Milch Cow Centre Planned for Tawang Supply Chain
The meeting also discussed using Fisheries Department land in West Kameng district to establish:
- A 200-capacity milch cow rearing centre
- A dedicated fodder farm nearby
The proposed centre is expected to strengthen fresh milk supply to the Tawang sector.
NDDB Team to Visit Arunachal Pradesh Soon
Meenesh C. Shah and the NDDB team are expected to visit Arunachal Pradesh shortly to:
- Assess field conditions
- Finalise implementation timelines
- Review project feasibility
- Prepare detailed rollout plans
Officials stated that the proposed MoU will initially be:
- Non-binding
- Non-financial
- Focused on long-term technical cooperation
The initiative is being viewed as a significant step toward expanding organised dairy development in India’s northeastern hill states while improving farmer incomes, milk infrastructure and regional self-sufficiency.
