The government of Punjab has announced plans to transform the state into a global hub for dairy processing, cattle feed, and animal nutrition, inviting international investors during the Progressive Punjab Investors Summit 2026.

The announcement was made by Gurmeet Singh Khudian, Minister for Animal Husbandry, Dairy Development, and Fisheries, who highlighted Punjab’s strong dairy infrastructure and investment opportunities.
Punjab’s Strong Dairy Performance
Punjab already ranks among India’s most productive dairy states.
Key statistics shared at the summit:
- Annual milk production: about 14.5 million tonnes
- Per capita milk availability: 1,318 grams per day
- This is nearly three times the national average
These achievements are attributed to progressive farmers, advanced dairy infrastructure, and supportive government policies.
Investor-Friendly Dairy Ecosystem
Punjab has already attracted global companies in the animal nutrition and cattle feed sector, including:
- Cargill Animal Nutrition & Health
- De Heus Animal Nutrition
These companies have established modern feed plants in areas such as Fatehgarh Sahib and Rajpura, strengthening the state’s livestock supply chain.
Government Initiatives to Boost Dairy Productivity
The state government is promoting several initiatives to improve dairy production efficiency:
- Subsidies for commercial silage production
- Promotion of hydroponic fodder systems
- Adoption of advanced breeding technologies such as:
- In vitro fertilisation (IVF)
- Sex-sorted semen technology
These technologies aim to increase the population of high-yielding female dairy animals, improving milk productivity in the long term.

Role of Research and Veterinary Infrastructure
Punjab’s dairy sector is supported by strong veterinary and research systems, particularly Guru Angad Dev Veterinary and Animal Sciences University (GADVASU) in Ludhiana, which provides:
- Scientific research for dairy farming
- Area-specific mineral mixtures
- Animal health and productivity programs
Additionally, the state has an extensive veterinary network including:
- 1,367 veterinary hospitals
- 1,489 veterinary dispensaries
- 22 district-level polyclinics
These facilities support livestock health and dairy productivity across the state.
Huge Opportunity in Dairy Processing
A large portion of Punjab’s milk production is consumed without processing, which creates a major investment opportunity in value-added dairy products such as:
- Paneer
- Ghee
- Ice cream
- Flavoured milk
Expanding dairy processing capacity could significantly increase farmer income and export potential.

According to Minister Gurmeet Singh Khudian, the state aims to build:
- A globally competitive dairy industry
- Strong animal nutrition and feed sectors
- Advanced livestock breeding and health systems
- Greater investment in dairy processing
The government is positioning Punjab as a major global centre for farm-based and dairy industries.

States with high milk availability but low processing levels often have the biggest growth potential in value-added dairy products, which can generate higher margins and export opportunities.
