In a significant move to strengthen the dairy sector while promoting women-led entrepreneurship, the Telangana state government has announced plans to establish 1,000 Vijaya Dairy parlours across the state. The initiative is being rolled out under the Indira Mahila Shakti scheme, with management of the parlours entrusted entirely to women’s self-help groups

The project aims to improve public access to Vijaya Dairy products while creating sustainable livelihood opportunities for women in both rural and urban areas. As per the government’s plan, one Vijaya Dairy parlor will be set up in each mandal and two in every municipality, ensuring wide geographic coverage.
Financial structure designed to reduce burden on women
The government has prepared a structured financial model to make the scheme accessible without imposing heavy financial pressure on women’s groups. The estimated cost per parlor is ₹5 lakh, which will be funded as follows:
- ₹2 lakh subsidy through NRLM or MEPMA
- ₹2 lakh loan via Society for Elimination of Rural Poverty (SERP)
- ₹1 lakh contribution from the women’s group
Of the total amount, ₹3 lakh will be maintained as a security deposit, while the remaining ₹2 lakh will be used for furniture and infrastructure development.
Income potential up to ₹1 lakh per month
From a commercial standpoint, each parlor is projected to generate monthly earnings of up to ₹1 lakh, primarily through the sale of Vijaya Dairy milk, curd, ghee and other dairy products. The parlours will be strategically located in high-footfall areas, government office premises and commercial hubs, improving visibility and sales potential.

Additionally, 100 exclusive parlours have been earmarked for unemployed individuals in Hyderabad, expanding the employment impact of the scheme in urban areas.
Low-risk, high-impact entrepreneurship model
With the government facilitating location identification, funding support and institutional loans, the initiative significantly lowers entry barriers for women entrepreneurs. Officials describe the scheme as a low-risk, high-impact opportunity for women to achieve financial independence while strengthening the state’s cooperative dairy network.
The Vijaya Dairy parlor initiative is expected to simultaneously boost dairy product consumption, expand cooperative outreach, and empower women-led institutions, reinforcing Telangana’s commitment to inclusive economic growth.
