Lucknow: Uttar Pradesh has announced a statewide ban on analogue dairy products, including paneer, ghee and khoya, as the state government steps up its crackdown on adulteration and the sale of dairy substitutes made with vegetable fats and other non-dairy ingredients.
The move places renewed focus on food safety, consumer protection and the authenticity of milk products, with authorities directed to take stringent action against manufacturers and sellers found using harmful chemicals, adulterants or foreign fats.
According to the government order, enforcement inspections across several districts have detected substances including refined oils and fats, soy and soy-based ingredients, detergents, talcum powder, titanium dioxide, liquid glucose, hydrogen peroxide and various neutralisers in milk and dairy products.
Strict action against violators
Under the new enforcement framework, authorities will be empowered to seize and destroy adulterated dairy products found at manufacturing premises. Establishments found systematically using harmful substances may face criminal proceedings, including registration of an FIR under applicable provisions.
The order also provides for immediate suspension of food licences or registrations where violations are established. Authorities can additionally impose an emergency prohibition order to halt operations at establishments posing a food-safety risk.
Out-of-state brands also under scrutiny
The crackdown will extend beyond dairy products manufactured within Uttar Pradesh. If laboratory testing establishes that products manufactured outside the state contain harmful chemicals, adulterants or foreign fats, the concerned brand can be prohibited from being sold anywhere in Uttar Pradesh.

The government has also directed the Food Safety Commissioner to intensify surveillance of milk and milk-product manufacturing and distribution networks.
Growing national crackdown on dairy analogues
Uttar Pradesh’s decision follows similar measures announced by several states, including Madhya Pradesh, Gujarat, Maharashtra, Chhattisgarh and Uttarakhand, reflecting growing concern over products being sold as conventional dairy despite containing non-dairy fats or other substitutes.
The development is particularly significant for the paneer, ghee and khoya markets, where price differences between genuine dairy products and cheaper analogues can create incentives for substitution.
What it means for the dairy industry
For organised dairy companies and genuine milk-product manufacturers, the crackdown could strengthen the competitive position of authentic dairy products by targeting businesses that use cheaper non-dairy inputs while potentially misleading consumers.
For consumers, however, effective implementation will depend on laboratory testing, traceability, licensing enforcement and action across the entire supply chain, rather than inspections at retail outlets alone.
The Uttar Pradesh action signals a broader shift in India’s dairy sector: food safety authorities are increasingly moving from simple adulteration checks towards scrutiny of product identity and the authenticity of dairy claims.
