With India’s economy expanding steadily and consumer purchasing power rising, demand for milk and milk products continues to grow—and shows no signs of slowing. As the country moves towards becoming the world’s third-largest economy, the dairy sector is positioning itself as a critical pillar of India’s Vision 2047 for a developed nation.

To ensure long-term growth, sustainability and improved farmer livelihoods, a high-level conference on the Future Roadmap for the Indian Dairy Sector was organised, bringing together policymakers, industry leaders, researchers and practitioners to identify strategic thrust areas for the next two decades.
The conference was inaugurated by Ms. Alka Upadhyaya, Secretary, Department of Animal Husbandry & Dairying (DAHD), in the presence of key stakeholders including Dr. Meenesh Shah, Chairman, NDDB; Dr. Dheer Singh, Director, ICAR-NDRI; Shri Jayen Mehta, MD, GCMMF; Shri Sangram Chaudhary, MD, Banas Dairy, and several other eminent leaders from India’s dairy ecosystem.
Focus on productivity, value addition and organised growth
Addressing the gathering, Ms. Alka Upadhyaya underlined the need for effective livestock health planning, vaccination, balanced nutrition and infrastructure development to improve animal productivity. She stressed that closer collaboration between cooperative and private players could accelerate the growth of the organised dairy sector and help meet rising domestic demand through value-added milk products.
In his welcome address, NDDB Chairman Dr. Meenesh Shah highlighted India’s transformation from a milk-deficit nation to the world’s largest milk producer and called for the launch of White Revolution 2.0. He emphasised value addition, sustainability and cooperative expansion as essential levers for ensuring remunerative prices for farmers and enhancing India’s global competitiveness.

Vision 2047: Five strategic pillars
Following extensive deliberations, a comprehensive Vision 2047 blueprint for the dairy sector was finalised, built on five core pillars:
1. Animal Productivity
The roadmap targets a sharp increase in average in-milk yield—from 2,080 kg to 5,200 kg per animal per year by 2047—through improved breeding, nutrition, management and healthcare.
2. Expansion of the Organised Sector
Currently, dairy cooperatives cover only 30–35% of villages. The plan aims to expand cooperative reach from 1.7 lakh to 3.5 lakh villages, strengthening quality assurance, fair pricing and export readiness.
3. Higher Share of Value-Added Products (VAPs)
Driven by urbanisation, health awareness and income growth, the share of value-added products in the cooperative sector is targeted to rise from 25% to 50% by 2047.
4. Global Trade Leadership
India currently accounts for less than 1% of global dairy trade. The Vision sets an ambitious goal of increasing this share to around 10% by 2047, positioning India as a major global dairy supplier.
5. Sustainable Dairying
With enteric fermentation contributing nearly 70% of dairy-related GHG emissions, the sector aims to achieve net-zero emissions by 2050 through improved feed practices, manure management and clean energy adoption.
“Dairy to the World”
Backed by rising milk availability, expanding processing capacity and strong diaspora demand, India is well placed to emerge as a global dairy powerhouse. The Vision 2047 roadmap positions dairying not just as a farm activity, but as a strategic growth engine—boosting farmer incomes, strengthening nutrition security and supporting India’s ambition to become “Dairy to the World.”
In short: the milk is flowing, the blueprint is ready—and now execution will decide whether Vision 2047 becomes a milestone or just another conference souvenir.
