Munger, Bihar: In a major push towards women-led entrepreneurship and rural dairy retail expansion, preparations are underway to establish Sudha retail centres in all 96 Gram Panchayats of Munger district under a joint initiative of the Chief Minister Women’s Employment Scheme, JEEViKA, and the Bihar State Milk Co-operative Federation Ltd. (COMFED).

The programme aims to empower women members of Self-Help Groups (SHGs) by enabling them to operate Sudha sales centres, thereby creating sustainable livelihood opportunities while improving access to dairy products in rural Bihar.
As part of the implementation process, special awareness and application camps are being organised at Cluster Level Federations (CLFs) across the district. During these camps, JEEViKA women are being provided detailed information about the Chief Minister Women’s Employment Scheme and are being encouraged to utilise the second instalment of financial assistance available under the scheme for setting up Sudha retail outlets.
Eligible women interested in establishing and operating Sudha centres are also being invited to submit their applications during the campaign.
The initiative forms part of a larger state-level target to establish Sudha sales centres in all 8,053 Gram Panchayats across Bihar, with Munger district’s 96 Panchayats included in the first phase of implementation.
According to district officials, the programme is designed to strengthen women’s participation in rural enterprises by linking organised dairy retailing with self-employment opportunities. Training and awareness sessions are being conducted to familiarise beneficiaries with eligibility requirements, the application process, financial assistance provisions, business operations, and retail management practices.
The expansion of Sudha retail centres is expected to significantly improve the last-mile availability of milk and value-added dairy products in rural markets. At the same time, it is anticipated to generate a regular source of income for women entrepreneurs and contribute to the development of the rural dairy value chain.
The initiative reflects Bihar’s growing focus on integrating women’s self-help groups with cooperative dairy development. By leveraging the extensive JEEViKA network and COMFED’s established dairy brand, the programme has the potential to enhance both rural livelihoods and dairy market penetration across the state.
Once implemented, the model could emerge as an important example of cooperative-led, women-centric rural entrepreneurship, combining dairy retail expansion with financial inclusion and economic empowerment at the grassroots level.
