Marking World Milk Day, Jharkhand’s Agriculture, Animal Husbandry and Cooperation Minister Shilpi Neha Tirkey said the state is making significant progress towards achieving self-sufficiency in milk production through farmer-focused policies, infrastructure development, and incentives for dairy producers.

Highlighting the state’s dairy transformation, the minister stated that more than 70,000 farmers are currently associated with the Jharkhand Milk Federation (JMF), reflecting growing participation in organized dairy farming.
“Jharkhand is rapidly moving towards self-reliance in dairy production,” Tirkey said while outlining the state’s vision for the sector.
Milk Collection Witnesses Strong Growth
According to the minister, Jharkhand’s dairy sector has recorded steady growth in milk procurement.
Average daily milk collection increased from 2.40 lakh kilograms during 2025-26 to 2.80 lakh kilograms per day, indicating stronger farmer participation and improved dairy infrastructure.
Officials view this growth as evidence of increasing confidence among dairy farmers and the success of government support programs.
₹5 Per Litre Incentive for Farmers
To encourage dairy farming and strengthen rural livelihoods, the state government is providing an incentive of ₹5 per litre to farmers supplying milk through JMF.
The initiative aims to:
- Increase milk production.
- Improve farmer incomes.
- Expand organized milk procurement.
- Encourage youth and women participation in dairying.
- Strengthen rural economies.
Industry experts note that such incentives can play a crucial role in integrating smallholder farmers into formal dairy value chains.
Focus on Women Dairy Farmers
The 2026 World Milk Day theme, “Celebrating Women Farmers,” received special attention during the event.
Minister Tirkey emphasized the need to bring more women into dairy entrepreneurship and leadership roles.
“We want more women to participate in dairy farming. There are already many sectors within dairying where women are taking the lead,” she said.
The focus aligns with the global recognition of women as key contributors to livestock and dairy production, particularly in rural households.

Major Dairy Infrastructure Expansion Underway
Jharkhand is also investing heavily in dairy processing infrastructure to support future growth.
The minister announced that:
- New dairy plants are being established in Giridih and Seraikela-Kharsawan.
- A modern milk powder plant is under development in Ranchi.
- A product dairy plant is also being set up at Hotwar, Ranchi.
These facilities are expected to:
- Increase milk processing capacity.
- Reduce post-harvest losses.
- Create additional market opportunities.
- Support value-added dairy production.
- Enhance farmer profitability.
New Bulk Milk Cooler Commissioned
Further strengthening the dairy supply chain, a 3,000-litre Bulk Milk Cooler (BMC) was inaugurated in Ratu block of Ranchi district.
Officials said the facility, established with government support, will help farmers by:
- Preserving milk quality.
- Reducing spoilage.
- Improving collection efficiency.
- Expanding marketing opportunities.
- Increasing producer incomes.
Vision 2028-29
The Jharkhand government has set an ambitious target to significantly expand dairy development by 2028-29. With increasing milk procurement, farmer incentives, infrastructure investments, and a stronger focus on women dairy farmers, the state is positioning itself to reduce dependence on milk imports from other regions and move closer to dairy self-sufficiency.
Jharkhand’s dairy sector is emerging as a key driver of rural development, with investments in infrastructure, farmer incentives, and cooperative expansion laying the foundation for sustained growth and greater milk self-sufficiency in the coming years.
