Medak | Union Coal and Mines Minister G Kishan Reddy has said the Sabar Dairy milk processing plant at Toopran, Telangana, is expected to become operational within 18 months, describing the project as a potential catalyst for dairy development, farmer incomes and rural employment in the state.
Reddy made the remarks after laying the foundation stone for the ₹400-crore dairy processing project on Sunday. The facility will operate under the Amul brand, with Sabar Dairy, a Gujarat-based cooperative dairy, undertaking the project.
Focus on farmers and rural employment
Reddy said the plant would create employment opportunities for local youth, with a particular emphasis on opportunities for women, while also strengthening the dairy cooperative network and expanding market opportunities for milk producers.

He welcomed Amul’s entry into Telangana’s dairy-processing sector and said the cooperative model could provide farmers with a more organised system for milk procurement and marketing.
According to Reddy, existing milk procurement societies in Telangana had weakened over time, which he attributed to political interference. He expressed hope that the Sabar Dairy project would contribute to rebuilding the state’s dairy cooperative ecosystem.
Amul cooperative model highlighted
Reddy said farmers, particularly women, could benefit from stronger cooperative institutions supported by Amul. He encouraged dairy farmers in Telangana to form cooperative societies with Amul’s support, citing the cooperative dairy models developed in Gujarat and Maharashtra.
The proposed plant is expected to strengthen the link between milk producers, cooperative societies and organised dairy processing, although the scale of farmer procurement and the plant’s detailed product portfolio will become clearer as the project progresses.
Telangana government promises support
Telangana IT and Industries Minister D Sridhar Babu said the state government would extend all possible support to Amul for establishing and operating the project.
Labour Minister G Vivekananda, Medak MP M Raghunandan Rao, Medak Collector Prathima Singh and other officials and representatives were also present at the foundation-stone ceremony.
Potential significance for Telangana’s dairy sector
The Toopran project comes as Telangana seeks to strengthen organised milk procurement, processing infrastructure and farmer-linked dairy value chains.
If implemented as planned, the facility could provide an additional organised market for milk producers while creating opportunities in processing, logistics, packaging and distribution. The project’s eventual impact on farmer incomes will depend on procurement volumes, cooperative participation, milk prices and the extent of the network established around the plant.
